A ... f HANDCOCK SHOWS UP RUSSELL. " - -- ' (Continued from Second Page.) . . . teution la u'3-.-c; but, your Excellency, I decline to be your unscrupulous tool, and however great the cost, I am thank ful that my manhood repelled the temp tation even in my present unfortunate condition. --- . I "There is no one who knows me, yonr Excellency, will donbt-my personal cour age among my own people, not one of my enemies will believe that I was ever afraid to vindicate my personal honor with any man; o a suggestion of cow ardice will-not help you, "In conclusion I desire to say that in these charges I have used no names of third parties, because I do not desire to injure those Who are my friends, : while, at the same time, they have act ed as messengers for you; but if you deny (bat you suggested the outrageous alternative published in this leter, 1 ns- , sure yon that I have full and ample proof to substantiate my statement. (Signed.) "ROBERT HANCOCK." This' letter has caused great indigna tion here against the Governor, and quite a revolution of feeling in Han cock's favor. There can be no doubt a to the truth of the charges Mr. Hancock makes against the Governor, lie has it, lie. says, in block and wihite. The Journal to-morrow morning will say editorially: "In all the annals of political debauch ery in this or any other State, nothing ap proaches the demand of Governor Rust- sell, ais accused by Robert Hancock. If such a course were pursued to secure revenge by the lowest criminal, it would be shocking, but for the chief executive of a sovereign State to 'descend to such revolting depths, if the accusation is proven true, passes human" conception. Thiat North, Carolina is to be under the rule of such a man as Russell, who would keep .men in office only upon their be coming thugs to maim or even kill at his behest, 'is enough to cause Social disorder and choas, and nothing remains for the people of North Carolina- except to take immediate action to discover the. truth or falsity of Hancock's terrible accusa- tion." The best opinion is that it settles be yond all question the impeachment of Russell by the next Legislature. FRED L. MERIUTT. GOV. RUSSELL'S REPLY. At hoilf past one o'clock last night Governor Russell was quietly dreaming away in blissful ignorance of Robert Hancock's open letter. It took five pulls of the bell by a News ami Observer re porter to awaken lidm from these bliss ful dreams, and when he came down into tlua hall in response to a request given throughi Mr. Alexander, the pri vate secretary, tJiSsvernor was natur aut o Daily Business Kinetoscope. He studied a few minutes, and added, "Tell Robert Hancock that he is a liar." Tilie Governor's attention was then called to Hancock's declaration that he could prove liss assertion, when he re plied, "I have never made such e propo sition to nnybody, and I don't care who says I did." It was then suggested that suppose Hancock brings out the names of those by whom lie proposes to prove the asser tion? "He hasn't got tiny names. Referring to the position of the North bern Journal in regard to this miatter, the Governor remiested that his compli ments 'be sent to Editor Stevens in the following language: "You way say for me that that fellow Stevens is oi carpetbagt:d scoundrel."
