The amount is pitiably small In proportion to the needs and oppor tunities involved, but it marks a step in the right direction and doubtless will lead to a more liberal policy. Lima, St. Petersburg, Rio de Janeiro, Santiago, Rome, Johannesburg and Melbourne. Their salaries will range from five thousand to four thousand dollars, according to their stations, and each will be provided with a clerk.
