VIEWPOINT The initial reaction of the 17 Republican member* Of the Gen eral Assembly to Governor San ford’s Budget Message, is that it la inadequate with reference to Education. * After a Democratic campaign' based on a “New Day in North Carolina”, especially-education, it is -distressing to note the relative ly small raise in pay for teachers, and the neglect of soy clerical assistance for teachers and school principals. From the budget mes sage no relief is In sight' for the excessive assignment loads under which North Carolina school teach ers attempt to educate an excessive number of students- “ We note that ■while the proposed budget provided funds for mental ly-retarded schools it failed to pro vide for state-paid transportation to and from these schools. Re tarded children probably most need such' transportation. At this point it appears that the Republican members of,the Gen eral Assembly will give the Gov ernor a lot more cooperation in forwarding his ^educational pro gram than will many of their (Democratic colleagues. . . In disposing Of the first order of business in the 1961 General As sembly, the 15 RepcbUcans in the (House of Representatives extended an offering: of cooperation to the majority party. On the eve of the convening of the Legislature, William L. Osteen of GuiMord County was named minority Leader, Dan R. Simpson ot Burke was elected Secretary and B. C. Brock of Davie was elected Minority Leader of the Senate. A distinct responsibility has de scended upon the 17 House and Senate members fdf'it is believed that as a unit tbe^ will bold the balance of power on many critical bills.
