Soon the Sen ate will have completed action on the nominees and will direct its wholehearted attention to pro posed legislation. i CXMMirrnEES - The major working/tool of the Senate is the committee. All during the session hearings are held in the commit tees on proposed and pending leg islation. The usefriness of the com mittee is that it enables one hun dred Senators to divide up the work of the Senate into major fields. Senators can specialize in a particular field of legislation through their work on their com mittees. The Congress end the new Admin istration need time to restndy the quota policy and the entire Sugar Act. The interests of consumers, domestic beet nod cane 'growers, all been balanced on a sight rope and world producers of sugar have during recent years. The Sugar Act has become a major instrument of our foreign policy. The ban on our purchases of sugar < from Cuba, which I advocated, brings the whole problem into sharp focus. A restudy should give mi insight on how to proceed.
