In the brief interlude between Christmas and the New Year, we have a national pastime of reflect ing on events of the year, which I shall pursue in this column. The 87th Congress opened Jan uary 3 - 17 days prior to the in auguration of the 35th Prcsitfent. Its principal activity during that time was to p^ve the way for the in coming administration, i In my judgement, the two events which had the greatest influence on the 87th Congress were the in auguration of President Kennedy on January 20 and the Berlin Crisis, which reached its peak in. July. The passage of a good many of the President’s key legislative pro posals demonstrated a good work ing relationship between the Exec utive and Legislative Branches of the Govenment during the past ses sion. , At the same time, there was a long and vigorous fight over for eign aid authoriaztion and appro priation bills, which characterized the fundamental Independence of the two b-anches of Government. . 1 1 '.. These included the aid programs for education and med ical calc, which may be considered anew during the forthcoming ses sion. Although ’She Reorganization Act of 1946 stated that Congress should adjourn on or before July 31' or each year,\ again' this year Congress was in an extra-long ses sion which brought adjournment on September 27. One of my individual senatorial problems this year come over pa tronage due to the change in ad ministrations. Patronage nomina tions caused long hours of work in my office during mos of the year. Adjournment Activity Following adjournment, I traveled extensively throughout North t Carplina, I visited 34 of our coun ties traveling some 8,100 miles to attend various meetings and- func-^ tions. On days that I was not en gaged in this activity, my office duties in Morganton required my attention to a large volume of mail. In spare hours and evenings, I endeavored to keep abreast of pend ing measures that may come up at the next session of Congress. Dur ing the entire year, my office staff in Washington and in Morganton handle a wide range of requests from constituents. Loss of Rayburn No commentary for this year and this Congress w;ould be complete without recalling the service and the tragic death of Douse Speaker Sam Rayburn. Mr. Sam, aS he was affectionately known,- had an atti tude towards Government which coincided with my own philosophy. As I expressed it in paying final tribute to him, "He knew the value of clinging to the tried and true landmarks of the past, but at the same time, he was not afraid to test the soundness of new ideas.” I should like to express to the readers of this column my gopd wishes for the New Year,.
