^pftes zra - SENATOR SAM ERVIN «» t- : 1 The Senate Permanent Subcom mittee on Investigations has con tinued its probe into the activities of Billie Sol Estes and the De partment of Agriculture. The value of this Congressional hearing has been demonstrated already in that regulations have been tighten up so that this sort of conduct con cerning allotments should not be repeated again. All of the evidence taken before the Committee, of which I am a member, indicates that everything which has happen ed has been the result primarily of a bad set of regulations. Regula tions like’ laws improve with exper ience. At the time the Estes case developed the power to pass on al lotments was vested in County ASC committees at the local level with no review by the Department of Agriculture in Washington. I understand that the Department has taken steps through new reg ulations to correct this situation. Withholding Tax The Senate Finance Committee last week voted 10-5 to delete the provision in the. Tax Revision Bill relating to the withholding of in come taxes on interest and divi dends. Air Lines strike • It now appears that legislation will be necessary to end the strike which has grounded planes of . the Eastern Air Lines. This strike is staged by S75 members of the Flight Engineers Union. It has idled about 17,500 other employees of the Eastern Air Lines and in convenienced the traveling public beyond measure. The strike is jur isdictional in nature, and apparent ly arises out of the demand of the Flight Engineers Union that the third job in the threeman crew of the big jet planes should be 'con trolled by it rather than by the Pilots Union. Legislation is justified for two reasons. Contests between two unions for the right to repre sent employees engaged in a com mon enterprise ought to be settled by the votes of such employees —> not by jurisdictional strikes. Jur isdictional strikes ought to be out lawed in transportation industries as they have been in other activi ties. Second, the airlines are in the real sense public utilities op erating under public franchises. The Senate Committee on Commerce and the Senate Committee on La bor and Public Welfare are plan ning legislation to deal with the situation. I expect to support what ever legislative proposal seems best. Appropriations Dispute The Senate-House feud over pro tocol has blocked all passage of appropriation bills up to now. Last Friday a compromise proposal to work out differences that have arisen between the two Appropri ations Committees failed to bring agreement of the two bodies. It is understood that the conferees will meet again this week to attempt to iron out a disagreement in or der to permit billions of dollars necessary for government opera tions to be approved by Congress.
