SENATOR ☆ SAYS ☆ j Amid disclosures arising out of the use of a sedative known as thalidomide which allegedly pro duced a great number of malform ed children in West Germany and Great Britain, amendments are be ing offered to the Drug Indnstry - Bill of 1962. The Senate Judiciary Committee, of which I am a member, has tak en additional expert testimony and has considered a number of amend ments to the proposed Act. , One of the witnesses to appear before the Committee was Dr. Frances Kelsey, the Food and Drug Administration pharmacologist, who prevented mass marketing of the drug in the United States. The measure had not been cal endared for Senate action at the time the thalidomide tragedy un folded. Basically these amendments provide additional safeguards for the public against drugs sought to be licensed by the Food and Drug Administration. During conferences on the bill 1 was able to suggest the language of several amendments which would reconcile the opposing views of the Committee, and resulted in the adoption of the amendments. I think that the Committee will bring out a good bill which will provide the consuming public with a reas onable assurance that medical drugs are safe and effective. Children’s Vaccine One of the priority measures on Ithe Senate calendar is a bill to au thorize the appropriation of $36 million over a three-year period to provide for mass immunization of children with an all-purpose vac cine to protect them against polio, diptheria, and tetanus. This program would be similar to the typhoid vaccine program and other medical campaigns of the past. During the 1940’s North Carolinians were hard hit by epid emics of polio.
