N. G, THURSDAY, JANUARY 24, 1983 VOLUME XIV jmmission Head Parries Answer Questions Posed Tuesday Night in Lenoir County Meet Tuesday night State Highway Commission Chairman Merrill Ev il not convincing appearance before several hundred Lenoir Countians, who were primarily interested in when the eastern part of the state was going to begin getting a fair share of the money being spent for road construction. . Evans, who served as highway ~ commissioner under Governor Gregg Cherry, parried dozens of questions ranging from the overall highway program of Eastern Caro lina down to such small problems i as the improvement of nine-tenths of a mile of road through a Lenoir County subdivision. Evans denied that Eastern Caro lina was getting less than its fair share of highway expenditures, but he admitted that it would'be dif ficult to go back to the formula used prior to 1957 when roughly the amount of money collected in an Area was returned to that area in new road and maintenance funds. Evans explained that the Federal Bureau of Roads, which pays half the coit of primary roads, and 90 per cent of the cost of so-called super highways would not look with favor on a return to this formula which was used from the beginning of the state system until 1957, . E^ans doubteA but did' not deny that the section of US 70 between Goldsboro and New Bern was the last scheduled for four-laning un . der the promises that are current ly being made- about improvements to this major east-west artery. Evans used a questionable kind of arithmetic in down-grading the flow of traffic that would be pour ed into East Carolina with the completion of the Chesapeake Bay tunnel and bridge at Norfolk. He spoke in terms of 50 to 60 addi I tional cars per day penetrating to any depth per day on the several highways that come into North Carolina from the Metropolitan Norfolk area. Evans, a former Hertford County commissioner, admitted — to the relief of Lenoir County Commis sioners — that county boards had a lot of responsibility but precious •little authority ..oyer when and where roads are built in a county. Eyans attempted, repeatedly to ex plain the priority.: system for pejsr ondary road construction, and a<J-> ’ siHtted that neither he nor anyone else to his knowledge in the de partment had ever been able to determine the difference between a rural secondary road and a sub division road.. Evans said bids would be let in April on four-laning of NC ll from Kinston to the Du Pont plant, and then an aide hurriedly reminded him that it would be April of 1964, and not this year. This road was promised in 1951, and has been un der survey since 1956. Evans ignored or over. looked a question from Editor Jake Strother as to plans, if any for handling NC 11 traffic into, through of around Kinston. Strother had asked at the ans of Ahoskie made a personable Recorder Noble Clears 22 Cases from Docket In Busy Session 18th Last Friday was the busiest ses sion the newly constituted Jones County Recorder’s Court has yet held.
