Message has' been
to Congress as the
government spending
July 1. Individuals who
their personal income and
itures usually do so on
or monthly basis, but the
Government must do this oil an an
nual basis with its predictions bas
ed on calculations made six months
prior to the anticipated spending or
the collection of taxes. Overall the
consideration of the Budget, a vol
uminous document which embraces
hundreds of pages of listing of re
quested spending and explanations
therefor, constitutes the single
most time consuming duty of Con
gress.
Subject to Congressional approv
al, the proposed 1965 Budget calls
for expenditures of! $97.9 billion
with anticipated revenues of $93
billion leaving a deficit to be fi
nanced by government borrowing
of $4.9 billion. Due to the long
range target date seventeen months
away when the Treasury will add
up spending and revenues, this
Budget is subject to considerable
revision that could come fronrworid
conditions, from the state of bus
iness, or from Congressional mod
ification. Still the Budget is, as one
newspaper has put it, “the nation’s
shopping list” and it does exert a
great influence on Congress.
In such a cohtext, the Budget is
refreshing in the respect that it is
much reduced from proposed esti
mates of Federal spending only a
few months ago. In another respect
it is of concern to me that again
with this Budget the nation will be
depending on government borrow
ing to meet expenditures in a time
of relative peace and prosperity.
Nonetheless, I am pleased with the
President’s economy effort. I am
hopeful that he continues to en
courage this governmental trend
that is much needed. Up to now
Congress could only expect to see
a Budget whose prescription fo'r
the nation’s ills rested principally
on greater and greater overall ex
penditures without undue concern
about financing them. As a result
of this philosophy, it is to be re
called that last year alone Congress
had to consider how to finance the
national debt on three separate oc
casions.
Notwithstanding the laudable
effort already made toward econo
my, I am hopeful that Congress will
continue to exercise its best judg
ment in an effort to make, other
savings. Foreign aid and space ex
ploration programs are areas that
Congress ought to study closely in
an effort to effect- reductions in
the Budget. ,
The problem of how to balance
the Budget embraces^ many facets.
Basically;, however, I think it stems
from the philosophy which has
grown since World War II that
the Federal government must un
dertake to finance a multitude of
grants, loans, and financial assist
ance programs for almost every

body in this country and m the
world. At the same time that this
philosophy has mustered majority
votes in th!e Cosugrehs, it » also
evident that-st majority of the Am
erican taxpayers ar,e unwu g
pay through ' taxation tor all of
these programs. this Situation
the nation must realistically face
its responsibilities to remain eco
nomically strong,.
A weekend duel between Edward
Earl Dawson of Kinston route t
and his wife, Winnie Lee, wound
up with her being declared th*
winner. She was in jail and hei
husband' was in Lenoir Memorial
Hospital. 1 ( ' .|
Dawson suffered a stab wound
■ in the chest and another knife
| wound in the back.

I ment say that Dawson advanced
upon his wife with a 4-foot sec
i tion of 2-by-4 lumber to remon
strate with her about sitting in a
car with another man, which later
proved to be her nephew
She armed herself with a knife
and got the. first and apparent last
licks in since she was not injured.
Dawson is reportedly recuper
ating satisfactorily from his
wounds. . - . ' " .
The Energetic 4-H Club met
January 27, at the home of Mr.
and Mrs, Chris Eubanks.
Ann Eubanks read the devotion
and we prayed together the Lord’s
Prayer. Linda Andrews led the
pledges. She called the roll and
read the minutes, which Were ap
proved. ,

munity church grounds for out
yearly project. % -

Funeral services were held in
Saint Augustine,’..Florida last week
for John Richard Collins, 74, bro
ther of Mrs.' Wardie.: White and
Harry Collins of Maysville, Whc
died last week after- a period oi
declining health. Collins was a naL
tive of Onslow County and a World
War I veteran.

The first quarter of our boy’s
game with Swanshoro found the
Rockets ahead 4>y t h r e e points.
However, at half-time we trailed
by three points. The final score
was 67-54' in favor erf Swanshoro.
We would like to commend our
boys on a fine game. Jimmy Yates
.and Johnny Mercer led the scoring
honors for the boys. Jimmy had 18'
points and Johnny had 13.
We’d like to say that Mr. David
Porter is back, with-us again after
his illness.' It’s nice to see Mr,
Porter pp and arpund again. The
old school jus) doesn’t seem the
same without him. We know one
thing; when Mr. Porter is absent,
you can bet he’s missed! 1
