The Justice’s remarks are inter
esting reading in their entirety but
one observation is particularly per
tinent. Addressing himself to the
problem of how men shall receive
a fair portion of the world's goods,
he says: ”... One sure way to kill
the goose that lays the golden egg
is to make it impossible for em
ployers to earn the money needed
to.provide jobs and pay wages.
Herein, I think, lies a major fal
lacy in the civil rights proposal
that is labeled'“Equal Employment
Opportunities,” comprising some
twenty-five pages, and is known as
Title VII. This title sets the Fed
eral government in the role of hav
ing the veto power over employ
ment decisions in firms employing
twenty-five or more workers, upon
the strange theory that government
knows best what is good for busi
ness. :
The clearest enumeration of what
‘is likely to happen to business
across the nation if Congress
should pass Title VII came re
cently in the Motorola Case. Illi
nois has a law on its books similar
to the proposal embraced in Title
VII of the Federal Civil Rights
SB81. It is administered by the 111
inois Fair Employment Practices
Commission.
In this instance, Motorola gave
job applicant, Leon Myart, a test
tp determine his fitness to work on
the assembly line for television
sets. Myart, a Negro, was refused
a job after taking the test. He then
filed a complaint with the Illinois
FEPC alleging discrimination on
facial grounds. The hearing exam
iner ordered Motorola to hire My
art because he thought the job test
was obsolete and did not “lend it
self to equal opportunitity to qual
ify for the hitherto culturally de
prived and disadvantaged groups.”
Thus Motorola was told to aban
don its tests. This results in for
bidding private enterprise to set

The case is of concern to the na
tion because it graphically illus
trates the nature of the. |>owers to
be vested in the Federal govern

upheld by the courts.
Under the provisions of Title VII,
a government agent would be em

if enacted, can not be compounded.
When the Civil Rights proposals
were before the Hopsp, Represen

made a courageous speech. He

Monday night the directors of the

After that date no season tickets

This year the Kinston season

But should the nation exercise
