And it is a strange phenomenon that they have produced. In probing the minds of Americans, the pollsters have come forth in repent months with such vital information as the forecast that Henry Cabot Lodge would overwhelmingly win the Re publican presidential nomination, that Nelson Rockefeller would lay Barry Goldwater low in the Cali fornia primary, that the majority of Americans are now dancing with joy over the Civil Rights Law, and that Lyndon Johnson will defeat Barry Goldwater by a 6S-3S margin in November. It may be that these remarkable findings tell more about what is in the poll takers’ hearts than what is on the minds of the American people. The Lou Harris Poll, for Cxamole. aonears wifh r»n the front pages of so-called “lib eral” newspapers around the coun try. And, by the strangest of coin cidences, Mr. Lou Harris happens to be the same Mr. Harris who was hired in 1960 to help engineer the nomination and the election of the late President Kennedy. And it was a social note that got very little circulation that Mr. Harris was the same gentleman who visited in Ral eigh on June 9-10, I960 on the oc casion of a little conference in a v motel room involving Mr. Terry Sanford and Mr. Bobby Kennedy Mr. Sanford at the time was in the midst of a second-primary cam paign for Governor against Dr. I. Beverly Lake. Mr. Bobby Kennedy at the time was making such ar rangements as might be necessary to line up delegate votes for his brother at the Democratic-National Convention. Mr. Sanford went on to win the second primary in 1960; then he went to San Francisco and, true to Mr. Bobby Kennedy’s wish es announced 'his support of Can didate Kennedy. He writes jokingly that after considerable research he has uncovered what he believes to be the first public opinion poll, tak en in March 1776. It was called “Ye CHde Lew Harris PoU" and, even as today, revealed some amaz ing, sentiments among the American people of that day. Title III of the bill sets up a new program of loans and technical assistance tailored spec ifically to serve farmers who farm on a very small scale and few re sources available to earn a decent living, yet are too old, poorly ed ucated or handicapped in other ways to move into some other oc cupation in another area. The pro gram will open up many new and practical opportunities for this group of farmers. Included are these major features and benefits: 1. Loans of up to $2,500 are available for the first time to fi nance small non-agricultural enter prises on farms to supplement the family’s income from farming. An example could be a farm equipment repair shop or a community beauty shop where the husband, wife, or family have the ability and time to made these added enterprises pay. These enterprises however, will not be added if it will be in com petition with one already existing in the community. 2. Loans of up to $2,500 are au thorized to pay for equipment, sim ple machines, livestock, seed, feed, fertilizer and other inputs needed by poor farmers to raise their in come a little and produce more of their family’s food. These loans will be made at a low interest rate. They will have a'maximum maturi ty of 15 years, consistent with the useful life of security property and the borrower’s ability to repay.
