“A mood of caution” sums up the feeling of Congress as it heads toward the home stretch and prepares to go home for the fell elections. Agreement which produced a mass of new pro grams last year is not as appar ent as it once was. This time Congress has taken a less hurried approach in deal ing with programs proposed to augment the “better life.” Ir ritations over new Federal en croachments in areas once re reserved for final decision by the “home folks” is one element of the mood. Tight money, les sened credit, inflation, and all of the concerns over the con duct of the Viet Nam War bring caution over legislation for bold approaches to change fee hab its and lives of people who still have a reverence for making their own decisions. So guaranteed incomes and greater controls from Washing ton are getting a second look. New poverty, health, and civil rights laws are getting more stu dy in Congressional hearings. A new cabinet level Transporta tion Department is undergoing Committee study. Auto and highway safety measures have much appeal but Congress wants to make sure Government regu lation does not become Govern ment oppression. The President’s recommenda tion for four-year House terms has received a luke-warm recep tion in the Senate. Electoral Col lege changes have brought new hearings but no real agreement on a single plan to win Congres sional approval. Wage and hour amendments that won House approval are ex periencing drafting difficulties over which new groups of em ployees to include and which to exclude. Farmers express con cern over inclusion of agricul tural employees and want high er price supports to make up any new labor costs added by The pull and tug of war and Shelton Becton to Take Part in 4-H Talent Show Shelton Becton of Dover Route 2 will be among the many partic ipants in the 4-H Talent Pro gram during 4-H Week begin ning July 25-28 at North Caro lina State University at Raleigh. He will display his talent with two piano selections; Shelton be gan playing the piano at the age of three and today at 12 he is pianist for three choirs and fur nishes much of the music for his church services. AWAITING ARRIVAL Kinston School officials are still awaiting approval oi state school officials on a tentative site for a new elementary school ill Southeast Kinston, which was surveyed by state officials last week. The1 school board Monday night agreed to commission War ren Hargett to design the school when a site is approved. FIRST ROUND WINNER Miss Kinston of 1967, Teena 2, Wednesday night was first ad winner in the swim suit of the annual Miss which is the proposal. Mouting war costs have brought restraint on domestic spending proposals unless they fit into categories that the Administra-' tion deems “must” legislation. Still the cut-backs on domestic programs are mild, and a real effort to prune projects of doubt ful values does not have the ov erall support needed to hold-the line on Federal spending. inflation appears to be the re straining factor in dealing with a multitude of programs still on the Congressional calendar. And there is the spectre of a tax increase if Federal spending gets oto much out of hand, and a realization that new Federal aids do cost money which must ulti mately be met by taxes. There is a feeling abroad in the land that pouring more Treasury dol lars into every sector of the ec onomy does not produce the au tomatic results once predicted. As often as not aids breed new problems which more dollars do not rectify. So the country and the Con gress appear ready to examine panaceas a little more carefully, especially when paternalism has its limits too.
