; INTEGRATION OF JONES COUNTY SCHOOLS THE JONES COUNTY TRENTON, N. C., THURSDAY, JULY 25, 1968 NUMBER 14 VOLUME XX Veil ef Mystery Lifts on Deaths of Marine Major's Family in Jones Coonty A second autopsy, report from Navy Medics last week has lift ed a good part bf the mystery that has surrounded the deaths of the wife and two children of Camp Lejeune Major Raymond Start since their bodies were found last November in the fam ily car beside Highway US 17 between Maysville and Pollocks ville. The first autopsy, performed by doctors at Camp Lejeune, de clared that all three died from .38 caliber pistol wounds in the head, and that Mrs. (Charlotte) Start had died from a bullet that had entered the left side of her head and exited on the right. The second autopsy, perform ed by Navy doctors at the Beth esda Naval Hospital near Wash ington, D. C., says exactly the opposite: That the bullet went in the right side of Mrs. Start’s head and exited on the left. The fact that a Start family -38 caliber pistol was found in lbs. Start’s right hand, and that the first report asserted her in jury came from the opposite side, caused all kinds of specula tion to arise, and to still exist, for that matter,' This was Hie basis upon which a coroner’s jury ruled on Jan uary 17th that the deaths of Mrs. Start, Ellen Marie, 5, and Stephen Lawrence, 2%, were “homicide by a party or parties unknown.” Since near the end of the in vestigation Jones County Sheriff Brown Yates has felt that the deaths were murder and suicide, and this latest autopsy report supports his opinion. Considerable comment at the time of the deaths of the three was on the specific subject that Mrs. Start did not grasp the pis tol “in a true death grip.” This rather loosely used phrase, com bined with the first autopsy re port to create a mystery, where it is now reasonably safe to as sert that no mystery really ex isted. Especially since no one has been able to offer a logical explanation of just what a “true death grip” really is, or is not. One Worthless Check Charge, Numerous Traffic Violations in Jones Court Lovette Jones of Trenton, who pleaded guilty to a charge of passing a worthless check, was sentenced to 30 days of work un der the supervision of the de partment of correction. Authur of New Bern, Michael Griffin of Trenton, and James Redden Wiley of New Bern were fined $26 for driving without a valid license. Norman Edward Richard of Kinston was fined $13 for oper Bad 21 Hours for Kinston Employees Sees Four Hospitalized Following Two Expensive Wrecks From 4:21^ Sunday afternoon until 12:53 Mondayx afternoon four City of Kinston employees were hospitalized, a fifth was painfully hurt but not hospital ized and city vehicles suffered an estimated $24,000 damage in two accidents. Hie first, and worst, involved a fine truck and Continental Traiways bus at the corner of Sast and Washington streets and sent one of the 14]^sengers on the ta* to a . local Fire Tnudt Priver iSe ^? ye^oLfe,?a*^ Cribb were all hurt in this crash, with the first two being kept in the hospital for continuing treat ment and observation. Joyce Paluck of Elizabeth, N. J. from the bus was treated and ,p**“ bus driver, Jesse of Jacksonville was not Rhodes Avenue, resulting in the hospitalization of Fisher and Of ficer Elijah Tyndall of Kinston route 6. Mrs. Shivar was not hurt, but she was charged with failing to stop for a stop sign. Damage to her car was estimat ed at $1,000 and the police car suffered an estimated $2,000 damage. The most ironial aspect of the two accidents was that tile fire truck was answering a false alarm that had been turned in near the Kinston Tobacco Com **¥ When .the crash took place, And .finally, the. tohptgit City Council, trying to trim the 1968 69 budget to manageable pro Plan Written by Federal Agents for Jones County Vetoed by Butler In Light of Recent Virginia Decision Federal District Judge Alger non Q. Butler of Clinton “shot us out of the saddle” in the words of one Jones County School official Wednesday. Butler turned thumbs down on a plan written by agents of the federal department of “jus tice,” which had been jammed down the throats of Jones Coun ty School officials, who were try ing to hold onto some over $400, 000 in federal funds which were being used as blackmail by the federal flunkies. But in the interim .between the reluctant acceptance of this department of “justice” integra tion plan, and the appearance before Butler Tuesday the su preme court had ruled in a Kent County, Virginia, case that “freedom of choice” plains were not acceptable unless they brought about the “desired de gree” of racial mixing in the schools. Armed with this usurpation Butler went even beyond the su preme court and ordered Jones County officials to totally inte grate all elementary schools in the county for the school year which starts in August, and to have on his desk in short order a plan eliminating all segrega tion in high schools as well as elementary schools before the 1969-70 school year. The department of “justice” plan which Butler “canned” Tuesday called for complete ra cial integration of. all Jones County schools by the 1970-71 school year, and involved con version of one of the existing county high schools into a so called junior high school, to which all students in grades 7, 8 and 9 would be assigned, and making a senior high school of ating a motorcycle without a helmet. Victor D. Jordan of Pollocks ville and William Boyd Quick of Maysville were fined $13 for hav ing an expired inspection certif icate. TWO ARRESTS MADE Aaron Moses Hall of Richlands was arrested during the past week and charged with assault and larceny. Wilbert McKay Qreene of Trenton was also ar rested daring the past week and charged with driving drunk. the oother, to which all students in the 10th, llthand 12th grades would be assigned. This plan also called for the abandonment of several schools now in use in the system, and construction of at least seven more rooms on one of the exists ing high schools. No mention was made about where the mon ey was to come for this construc tion, which made on the basis of present building costs would run in the vicinity of $100,000, and possibly more. Also under the plan Butler re jected Tuesday Jones County school officials agreed to trans fer between 300 and 400 Negro children into white schools this year. There is little fear among Jiones County school officials about not having the 400,000 in federal funds available for op eration of the schools this year, despite the blustering of federal officials, since school systems operating under court orders operating under court orders have not been denied these funds in the past, and there is considered little to no likelihood that this practice will be chang ed. The worst effect of this fed eral threatening has been among school personnel, who were afraid that they might have to take a pay cut, or that their job might suddenly vanish in the absence of federal funds. There are slightly more than 3000 students in the Jones Coun ty school system and slightly more than half of these are Ne gro. Under Freedom of Choice plans attempted for the past three years few Negroes elected to attend white schools and no whites elected to attend Negro schools. Now under the orders of this Sampson County Satrap the more than 2000 children in the elementary grades will have to be totally integrated when school is opened this fall. In a kindly, generous, open hearted manner, Butler left the little chore of doing this up to the already totally frustrated Jones County School Board. As of Wednesday afternoon the school board had no plan in mind, but they must find a plan acceptable to Algernon before school opetts or he will hold them in thename contempt that they now hold him. ttoM Is faced with having to considerably to the budget to teplace ftese two vehicles that were so badly damaged in tiws two wrecks, since the city does pot cstrry collision insur ance. Mosquito Controf Has Been Abolished In Jones County Dr. John A. Parrott, Director of the Jones County Health De triment, has announced that the Mosquito Control section of the Jones County Health Depart ment has bqen abolished due to the lack of funds. The Jones County Board of Commissioners in the '1968-69 budget did not allocate any monies for this purpose, making it necessary for the health de partment to take such actions. It was further stated by Dr. Parrott that any request for spraying would have to be de nied because of this action. It was not indicated by Dr. Parrott what disposition would be made of the equipment that is present ly owned by the county. %
