The 1970 Census and its pro posed array of personal ques tions is the subject of inquiry Iby the Senate Subcommittee on Constitutional Eights. The Sub •committee is conducting hear ings concerning individual priv acy, the census, and burdensome Federal questionnaires. For several years, the Sub committee has investigated un warranted governmental invas ions into people’s personal af fairs. On April 14th, I introduc ed a measure, S. 1791, to furth er secure personal privacy and protect the constitutional right of people to ignore certain un warranted governmental ques tionnaires.. This measure is the subject of the present Subcom mittee inquiry relating to statis tical- surveys by the government which would delve into person al and financial activities of in dividuals, such as the 1970 Cen sus. In recent years, Congress Has received serious complaints of wholesale governmental interro gation of citizens about their dai ly activities, how they spend their money, and why they be have as they do. Answers are recorded and analyzed, tabu lated and computerized. This search for information is often from a good cause and is sometimes conducted in a reas onable and limited fashion. Fre quently, however, individuals are told to disclose information to the government simply because some agency is engaged in “peo ple-studies,'’ and the agency is substituting surveys for judg ment and creative ingenuity in the administration of the laws. The decennial census forms, which must be answ ered on pain of $100 or impris onment for 60 days, grows long er and more complicated’ every ten years. Millions of people, we are told, will be required to give 1970 Census takers mandatory answ ers about their household equip ment, their marital history, their income, and a host of questions unrelated to the constitutional basis for the census. The first census h^di six ques tions, related to the counting of persons living in this country. The 1970 Census is a sociolog ist’s dream compared to the first census. It will have upwards of 170 questions for millions who will1 answer its detailed ques tionnaire. The measure which I have in troduced, and other proposals in Congress, are designed) to ans wer a question asked more and more: When, if at all, should the force of the Federal crimi nal or civil law be brought to bear when the government de mands information about the persoal lives and households of its citizens? The decennial inquiries might be excused to some degree, if their were not thousands of Cen sus Bureau inquiries underway all the time. The individuals re ceiving these inquiries from the Federal Government is seldom told! that a particular question naire can be answered voluntari ly. The inference is always that a response is required. If he fails' to respond, the citizen is subjected to a round of follow up letters, phone calls and per sonal interviews. It is dear that a balance must be struck between the individ ual’s desire to provide informa tion. It is the duty of Congress to say under what circumstances information can be solicited!, and this is the purpose of the hear ings on this legislation._ JARMAN FUNERAL HOME ... Thug Who Beat Jim Parrott Only Gets Six Months in Jail The thug who snatched a very surprised Tim Parrott out of his car on February 9th and bad ly beat him about the face final ly came to trial Tuesday in Le noir County District Court and on conviction for this unprovok ed and serious assault he drew a pat-on-the-wrist six-month jail term. The judge could have giv en him two years. The thug is Thomas Lee Col train of 1809 West Vernon Av enue and his excuse for the ma licious assault on Parrott, a res ident of 606 Rountree Street, was that somebody in a car re sembling Parrott’s had “almost caused” him to have an accident. Some time after the “almost accident” didn’t happen Col train saw Parrott pass,., gave chase, forced Parrott’s car to the curb and then without a word of any kind snatched Par rott, a light-weight, out of the car and badly beat him. CRIME DOES PAY Last week Lenoir County Dis trict Court collected $590 in fines from 16 defendants, one person got an active jail sen tence, 11 were found not guil ty, six paid off bum checks, nine appealled decisions to higher courts and five persons charg ed with felonies were given pre liminary hearings.
