Ulstermen note that famous American figures of Scotch Irish stock include such varied individuals as Horace Greeley, founder of the New York Tribune; Edgar Allan Poe, Stephen Foster, Generals Sam Houston and "Stonewall” Jackson, Davy Crockett, and Harold Ross, founder of the New Yorker magazine. Perhaps the best known contemporary Scotch-Irish Airwioana are former Secre tary of State Dean Rude, bil lionaire J. Ulstermen alio recall with pride that men from Northern Ireland were among those who signed the American Declara tion of Independence (and that Ulsterman John Dunlap printed it), helped draft the Constitution and who formed a large part of Washington’s Continental Army. They are even more aware of the fact that no less than one-fourth of all American Presidents have been of direct Scotch-Irish descent. Three of the ten, Presidents Jackson, Buchanan and Arthur, were first generation Ameri cans. Their parents were bom in Northern Ireland. SYN01 A couple of weeks ago, when Canada’s Prime Minister, Pierre Trudeau, invoked that country’s War Emergencies Act he shook the teeth of a lot of people. Not only Canadians. He shook Americans, too. For there were few who suspected that any in dividual on the North Ameri can continent had within his personal grasp the power to suspend civil liberties, impose censorship, and subject citizens to search and seizure without warrent. All of this without re course pf appeal. But the man in Canada had such power and he invoked it. What’s more, the President of the United States has power e qually as dictatorial and for all I know, greater. I question that anyone knows the extent of Dick Nixon’s personal and legal power. Did you ever hear of The Federal Register? The Register is an official publication that, from time to time, carries -the Executive Orders of the Presi dent. If the Congress, within a certain time limit — 3Q days, as I recall — does not counter mand whatever is promulgated, thereafter the Presdent’s edicts Tiave the full force of law. Over the years, in waretime and in peace, hundreds of such “laws” have come into being, mostly through what is known i as The Office of Emergency planning. Many of them, as I say, were bom of -troublous tim - es anth carry frightening author So, the power is there. And whatever is, Dick Nixon’s per Weathermen and The Black Panthers. Who would have though Trudeau wold have done so; Canada has been far less provoked than has the United States. But he did. What manner of man is Pierre Trudeau, actually? Well, sir, thanks to the ubiqitous TV cameras, Trudeau is know to us —. where he is known at all — as a handsome if balding, bachelor swinger, a sort of political Good-Time Charley. He is hardly that. Trudeau, during World War II, was booted out of the Canad ian Officers Training Corps; Of ficial reason: Lack of discipline. Subsequently, he attended the Lenin School in Moscow. During the war, the man who was to become Canada’s Prime Minister associated with the anti-war and Red-led “$loc Pop ulaire”. Later, in 1949, when the Communists gained control of China, Trudeau surfaced in Shanghai to announce himself i4t» to occupy the White House. Perhaps the best preserved is the thatch-roofed cottage near Strabane, County Tyrone. It was here that James Wilson, grandfather of President Wilson, lived before emigrating to the United States in 1807. The President’s grandmother was Annie Adams of the same county; the couple met aboard the same U.8.-bound ship. And then he was elected Prime Minister of Canada. As Prime Minister, Trudeau laid the grounwork that led to recognition by his' government of Red China. He also worked out special trade arrangements with other Communist countries. * # * * Some swinger, this: A Marx ist with dictatorial power im planted on our 4,000 miles of undefended border. Eleven years ago, Cuba was taken over by another such, a brigand whose Communist con nections, then, were less well known — certainly less well documented — than Trudeau’s, today. And Chile, just last week, swore in as its “President” an avowed Marxist, a man by the name of Allcnde. This burly, bruiser, it may be recalled, was Chile’s representative at the Communist Convention held in Havana some time back. Thus, tl:e Monroe Doctrine be ing dead, the circle extends. None of which, as I say, is to imply that Dick Nixon harbors either the desire or the inten tion of assuming dictatorial pow ers. All I am saying is that the po’.ver is there. He could invoke it, that is what worries me. I don’t trust any of them. Some day, somebody will try such a shenanigan — oiling the tumb rels and giving a new’ gloss to The Maiden — and aw’ay we will go. That is what I fear — no body's watching the store. If all prejudices and animosities Other Editors Say CHICAGO DAILY NEWS Litteral Justice One of mans basic instincts— in addition to seeking food, shel ter and relative comfort—seems to be litter. You don’t have to be an Indian to spot where peo ple have been — if you are too nearsighted to see the trail of refuse, you’ll know it when you walk into it. Oregon has come up with a solution that strikes us as sensi ble. Convicted litterers there face fines of up to $250 and six months in jail and — the big and—they spend most of their jail time picking litter off state highways. Now that is real justice. The bathtub was invented in 1850 and the telephone in 1875. Had you been living ing 1850, you could have sat in the tub for 25 years without the phone ringing once. A loser is the fellow who plays the piano in a marching band. SOUTHERN RAILWAYS "TIES’’ were magically abolished and each child was properly plac ed (that is according to his age and intelligence)', what percentage of Negroes would be integrated into White class rooms? A: Between two-and-one-half and three per cent. The evidence is overwhelming, it is not justice the integrators seek, it is inte gration at any cost; equality, as they call it. This obsession for “equality” is clearly revealed in the 1954 Brown decision. In this poorly reasoned and badly written treatise, the Supreme Court asserted that separation of pupils of the same age and same academic politial (but of different color) injures the per sonalities of the “separated,” perhaps irretrievably. Putting aside the personality matter — if the first statement is follow ed, court records (Stell) show that only two-and-one-half per cent of Negro pupils are found to be working on the average of the White grade to which their ages assign them. But it is not this, just assignment, the integrators seek. They demand massive integration and nothing else will satisfy them. And if they succeed, it wil Ispel — as they are succeeding and as it is spelling — the end of the public-school system as an edu cational establishment. And that is tragic.
