Teachers Not Now Protected During Summer Season Raleigh, Mar. 14 North Caro, lina teachers are not protected by the State Unemployment Com pensation Law and would not be eligible for unemployment bene fits during the three or four months of school vacations in the summer if they were subject to the law, Charles G. Powell states, replying to inquiries in recent weeks. Teachers are State employees' and as such are classed with all other employees of Federal, State, county, municipal or other gov-j ernmental agencies, as well as agricultural or domestic workers and a few smaller classes of workers who are specifically ex empted from the provisions of the law. Even if they were included, they would not be eligible for benefits during the summer va cation months because of an a mendment to the State law, ad opted in 1939, which provides for “seasonal” employment, and spe cifies that seasonal workers are not eligible for benefits after the season for their type of work ends, but may draw benefits if otherwise eligible, if unemploy ed during the season, Mr. Powell said. Teachers are protected by the Workman’p Compensation Law and may draw benefits as the re sult of loss of time from accidents arising out of and in the course of their work, Mr. Powell said, adding that teachers may be brought under the Unemployment Compensation Law in the future, though action of the General As •**nbly. o BENEFITS PAID RESIDENTS NOW IN OTHERSTATES Former N, C. Raleigh, Mar. 14 Os the $13,- 217,637.70 in unemployment be nefits paid by the State commis aion through February 29, last month, $217,187.56 was distributed to former North Carolina work ers through 43 other states in which they were residing while drawing benefits. Such workers established wage credits while at work in this State, later moved to another state, became unem ployed and filed claims and: were paid benefits from this State. No payments have been made to former residents of this State living in five states, Maine, Ne braska, Nevada, Utah and Wyom ing. nor in the territories of Alas ka and Hawaii. Just about 1,900 checks have been issued tp resi dents of the ether states and Dis trict of Columbia. The states are now all under the Interstate Ag reement, by which the state of residence acts as agent for the liable state in handling claims for compensation. Some of the states were not ready to handle these claims until last year, however. The amount of benefits paid to North Carolina residents who had accumulated wage credits in oth er states is not available now. Soon the Unemployment Compen stion Division of the Social Se curity Board will have these fig ures for all of the states. o INTERESTED Nash County farmers are ex hibiting a lively interest in the 1940 agricultural conservation program, says H. Any in quiries relating to mental prob lems may be addressed to Dr. Watson in care of this paper.) “It makes much difference whese child it is.” This observa tion was made during a discus sion following an address in which I had stated that one out of ev ery 22 boys and girls now in Our public schools will spend some part of his or her life in a men tal hospital. That means that a million or more children now in school will someday be declared insane. “Yet,” says Dr. Hineks of the Na tional Committee for Mental Hy giene, “at least one-half of all mental illness could be prevented if we acted in time. Mentality is the highest attain ment of the race. Using the word . “mind” in the broadest sense, it . is with the mind we love, think, know, appreciate beauty, enjoy life, worship God. To lose one’s mind is life’s greatest tragedy! The one child out of 22 who is going to do this may be your child, your grandchild, or your neighbor’s child. Authorities say that at least one-half of the mil lion could be saved from this tra gedy.
