Organized social service, a ] chapter in the hundred and fifty years of Roxboro history, has j come into prominence within the past twenty years, during which > time a tri-county health depart , ment, a welfare department, a social agencies council and a public library have come into | being as factors in community ; service. i One of the first promoters of . , < social work was the Roxboro Woman’s club, formed in 1921, with Mrs. S. G. Winstead,® wife 1 of the present Mayor, as first president. Work of this club in fostering a program now em- braced by the public health and ( welfare departments was invalu able, and equally significant and lasting was formation of the Woman’s club library, now e- ■ .volved into the Person County Public library, with two units, one for white residents, another for Negroes. , Now head of the Person Coun ty welfare department is Mrs. T: C. Wagstaff, with Mrs. Glenn Brandon as caseworker and Mrs. R. B. Holeman as secretary, but Miss Bessie Daniel, one of the founders of the Woman’s club, j tells vividly of the time -when public health and public welfare were of private rather than pub lic concery, with the work done by societies and churches. Present head of the tri-county health department, which serves Person, Orange and Chatham counties is Dr. W. P. Richard son, of Chapel Hill, who has al ways acted as administrative chief, although uhtil about two years ago active supervision of the Person unit of the depart ment was under Dr. A; L. Allen, how a physician in foreign ser vice with the medical corps of the British Army. Most exciting. and sensational day in the history of the Person health department occurred in June 1941, when staff nurses, in cluding . Miss Evelyn Fletcher and Miss Julia Fisher, were cal led upon to render service to the quadruplet sons of Mr! and Mrs. Zan Epps, Jr., Person In dians. The infants, rushed to Duke hospital, ajl died within less than forty-eight hours after birth, but while they lived there j was a great stirring’ in the Coun ty, and on the scene were re- ! presentatives of the United Press, including persistent cam eramen, Who went around snap ping Zan, Jr., the cabin he lived in, and the mother and four. Similar sensation, but of a ' milder character, was furnished this year by the birth of Abra ham, Isaac and Jacob Day, Ne gro triplets, who ale still living and for whom three civic clubs, as well as Negro residents, furni-. shed cribs and other necessities. Included in the work of the welfare department is supervis ion of parolees and probably the most historic day in that connec tion "occurred last July, when four of five white men sentenced for their alleged participation in , the 1941 Court House mob epi sode, were paroled in Mrs. Wag staff’s office, a place that had up to that time witnessed nothing more sensational than routine case work, with a backlog, in earlier years of WPA certifica tion. Mad ame Chiang Kai-shek returned by plane to this war capital for a joyful reunion with her hus band, the Chinese Generalisimo, after an extended tour of the Unted States and Canada. Weary and airsick she landed at the airdrome Jiere in a trans port plane piloted by an Ameri can crew, ending her 15,000-mile journey which began last Novem ber 18. R. B. Griffin, Person Red Cross First Aid chairman, today announced that George R. Bar ber, first aid, water safety and swiming instructor, of the Alex anders, Va., division staff, who last month gave water safety and swimming courses to Rox boro and Person residents, this Week released the names of ‘ those who successfully completed- I courses given. * Three residents, W .H. Brick house, Miss Anne Margaret Lo'.g • and Dr. Robert E. Long, received , certificates for the instructor’s ■ course, and in Durham under in struction there, A. W. Jones, I teacher at Person County Train ■ ing school, Roxboro, received a ■ certificate in accident preven : tion. Roxboro and Person Couty, like other commuities through out the United States, since the quiet Sunday afternoon of Dec!, 7, 1941, have entered fully into the United Nations’ war program and no Roxboro sesquicenten- j nial review would be complete without referece to what has been and is being done by citi zens here. Interest in the bombing of Pearl Harbor was spontaneous and immediate, since among j those stationed there were some j ten or twelve men from the Per son area, including Farris Hum- j phrk-s, who received the Purple \ Heart award the first from I this section and has since re- j ceived an honorable discharge on i account of wounds, and Pfc. Sam 7 | C. Fisher, Jr., subsequently kill- ! ed in action in January 1943 in the Pacific area. 1 Fisher’s name, only last week, was included in the roll of hon- I or published in Life magazine. : Now added to that list is the name of Pfc. Lewell T. Huff, of Payne's Tavern, killed in action in Africa on December 10, 1942. Huff, according to present re cords, was first Person man to be killed in action in this war. On the missing in action roll is W. E.
