She had been in Wash ington for quite awhile, first with Burlington Mills in a secretarial capacity, and lhter with Arrr.istead Sapp, counsel for our Alien Prop erty committee. We feel that we have secured an affable young lady who knows enough about Wash ington to be of great assistance to those who come to the office. Miss Covington had the endorsement of many Democrats of her own home section of Randolph county. Senate Rules We had quite a battle at the beginning of the session about the rules. Some of the radical ele ment contended that the senate didn’t have any rules because, they said, the old rules died with the expiration of the last session of congress. That was contended in face of the fact that there is always a carry-over of two-thirds of the senate, and, also, in face of the fact that the Senate had been rec ognized as a continuing body, dif ferent from the house whose mem bers are elected every two years. Senator Russell of Georgia led the fight against changing the rules. Leading the opposing forces was Senator Anderson of New Mexico, who was aided by Sen ators Humphrey, Lehman and .oth ers. Senator Taft, the majority leader, and many other leading Republicans agreed with Senator Russell that the senate was a con tinuing body and the attack of the more radical element was beaten back decisively. 1 be’ e that most people of North Carolina quite agree with the result. And, we have found that there are many other people from all parts of the country who resent the continual attacks being made on the South by certain ele ments in the senate. Filibuster The effort to change the senate rules was aimed, of course, at the suspicion that southern senators might engage in a filibuster. The truth of the matter is that there have been many filibusters besides those conducted by southerners, al though the senators who are ene rnieb of the South seem always to stress the southern filibuster. It would have been ludicrous, had it not been so serious, to read the list of those who were making the attack on the rules and then look at the list of senators who took up most of the time of the senate in the last session with their seemingly never ending speeches. The men who did the most talk ing and took up the most time in the senate last year were gener ally the same men who were at tacking the rights of the southern senators to express themselves in an unlimited manner. I had one very vicious letter from a woman who had recently moved to North Carolina in which she berated all of those not agree ing with the attackers of the rule. She, like a good many advocates of limitations today, forgets the fact that the lack of such limitations was in the minds of the founders of our government who realized that minorities did have some rights and should be ever pro tected in the freedom of speech which might lead to the defense of those rights.
