We have many excellent lower courts and many highly competent and thoroughly dedicated low er court officials. The problem is that we have about 1,400 of them, each operating independently with in a loosely-knit framework of regulations which permits, and even encourages in some instances, irresponsibility and injustice. These courts have different costs, practices and procedures. On the same of fense, a person may be re quired to pay S8 in one county and as much as S36 in another county. Tt is not in the North Car olina tradition to put a price tag on justice or to cheapen our laws and our Constitution by using them as revenue producers. There should be no profit motive behind the policeman making an arrest, and there certainly should be no profit motive behind the court official getting a con viction. The court improvement amendment will eliminate this type of operation in North Carolina. The amendment also pro vides for division of the state into a convenient number of local court districts by the General Assembly. The Gen eral Assembly will prescribe where the District Courts shall sit, with the provision that one must sit in at least one place in each county. DR. T. H. The state heart group point ed to a statement on external heart massage released jointly last week by the American Heart Association, the Ameri can Red Cross and the Indus trial Medical Association.
