C. j FUNERAL NOTICES | MRS FLOYD S.SUTTLES The funeral for Mrs. Suttlcs, who was the wife of Floyd S. SuttlcsofOld Fort, was Tuesday at 2 p.m. in Greenlee Baptist Church. The Rev. Randolph Heavener and Rev. Ned Duncan officiated and burial was in Washburn Cemetery. McCall's Funeral Home was in charge. The family received friends from 7 to 9 p.m. Monday. The body was placed in the church an hour before the funeral. Surviving in addition to Iter husband are: a son, Steve Ray Suttles of Huntsville, Ala.; five brothers, Robert Washburn of Nebo. Ledbetter, 75, of Broad River section, died Monday. Oct. 27 at his home after a long illness. Surviving are the widow, Mrs. Maggie Elliott Ledbetter; two daughters, Mrs. Douglas J. Furniss of Asheville and Mrs. James H. Lytle of Clemmons; three sisters, Mrs. Eliza Morris, Mrs. Mae Sawyer and Mrs. Ethel Mease, all of Black Mountain; and four grandchildren. Services were held at 2 p.m. Wednesday in Stone Mountain Baptist Church. The Rev. Cecil Smith officiated. Burial was in the church cemetery. The body remained at Westmoreland -Hawkins Funeral Home, Marion, where the family received friends from 7 to 9 p.m. Tuesday and was placed in the church 30 minutes prior to the services. WILLARD C HUTCHINS Services for Willard C. Hutchins,82,ofKerlee Heights, who died Thursday. Oct. 16 were held at 2:30 p.m. Sunday in the chapel of West Funeral Home. Weav erville. The Rev. Edgar Ferrell officiated. Burial was in Haynie Cemetery. Pallbearers were David and Leroy Carson and Gary. Max. J. R. and Cecil Hutchins. Jr. Mr. Hutchins was a native of Yancey C ounty and a retired lumberman and builder. He lived m Buncombe County for 50 years and was a member of Kerlee Heights Baptist Church. Survivingare the widow. Mrs. Pansy Haynie Hutchins; three daughters, Mrs. William A. Horton of Dayton, Ohio and Mrs. Hugh Carson and Mrs. Lerov Hollifield, both of Black Mountain; three sons, Cecil C. of Leicester, C. Ediey of Black Mountain and Vernon Hutchins of Barnardsville; 18 grandchildren and 11 great-grandchildren. The family received friends at the funeral home trom 7 to 9 p.m. Saturday. It takes a lot of money to provide city and county govern mental services —and it’s going to cost more and more as time goes on. In fact, our city and county already have pressing, needs for additional funds. Right now, the only way we can pay for these services is by levy ing more and more property taxes. Because that is the only major form of taxation available to local governments. But property owners are already carrying a heavy burden. Over the years, they have absorbed tax increase after tax increase, and the well is running dry. Present property tax rates are already so high that they are promoting higher prices for goods and services (provided by people who must pay property taxes), imposing higher rents from land lords, slowing down commercial-industrial development and the creation of new jobs, and discouraging individual home ownership. That’s why our local governments need a new and broader source of income. And that’s what the November 4th election is all about. On that day, Asheville and Buncombe County residents will vote on adoption of a one per cent local sales tax. It is an important election, because it will probably be our only opportunity to take advantage of what is normally a type of tax available only to the state. If the sales tax is approved, there will be immediate relief for prop erty owners. City property taxes will decrease next year, and county property taxes will remain the same despite heavy mounting pressures for higher taxes. More important, we will have a broader and fairer tax system; thousands of people who do not now pay local taxes (including over three million tourists each year plus thousands of regional shoppers) will pay a fair share. And we will have a source of tax income that will grow with our local population and economy to meet the needs of a growing com munity. Think about it.
