My husband and 1 own and operate Black Mountain Union 76, at 114 E. State St. I have served four and one-ha)f years on the Council and am completing a term as your mayor. The qualifications 1 have to fill this office are the terms of office just mentioned and a very honest interest in the welfare of our town. Always being available. Each member working only in conjunction with the city manager. Water was the number one priority A 16-inch water line from 1-46 construction to Craigmont Rd connecting our system to Asheville as evergency back-up replacing jFtre WOOD BURING STOVES In areas with a high availability of wood, the high heat and low pollution of wood stoves is an advantage over burners of expensive fossil fuels But an alarming side effect of the increase in use of these stoves is an upswing in the number of house fires due to the improper installation and operation of stoves Here are some suggestions -Have the stove installed by a licensed heating contractor who is familiar with the state building codes and local or dinances. -Maite sure of proper clearances from combustible material, such as floors, walls and ceilings. -Have the chimney en spected by a competent mason. -Use proper gauge steel pipes, spacers and connectors. -Bum dry, well-seasoned wood. Buring green wood results in dirty chimneys, a fire fasard. -Dispose of ashes in a metal container outside of the home. -Pipe should extend through walls or ceiling if at ail possible -Wood stoves should not be connected to a fireplace chimney unless the fireplace has been sealed off. -Don't use flammable fuels to ignite wood. Use paper or kindling. -Stoves should not be used to bum trash in. -Don't allow fires to bum unattended overnight. The Institute spokesman suggests that in all cases where you have any doubts or questions, contact your local fire department. CHECK FURNACES AND ROOM HEATERS In checking your furnace, here are possible hazard areas that you should thoroughly examine -Keep any combustible material away from your furnace. Don't pile up old papers or boxes near the hear. -Flue pipes, which are usually not insulated, radiate hear. Allow at least IS Inches on all aides clear of anything that can bum. Flues for gas fired furnaces can have as little as six inches six inches space. -Those thin metal flue pipes should be as short as possible, and supported every three feet. They should have tight connections, be free of rust, and be of the right size. Check your local building code for further instructions. ROOM HEATERS A word of caution about room heaters: -Locate them away from curtains, furniture, and other combustibles Also locate them away from any cioors, stairs, or fire exits. -When buying a mom heater, look for a safety ap proval label, such as Un derwriter' s Laboratories (ULf, or the American Gas Association for has heaters. -Never use a charcoal-fired heater in an enclosed space such as a bedroom. Buriug charcoal in my appliance produces carbon monoxide fumes that can quickly overcome and kill un suspecting persons. Ammended to be two years of experience rather than five years prior ex perience. To legalize the past actions of Board members who were annexed upon request. Several ordiances and resolutions were in Mr. Sobol's concern. The completion of the swimming pool-adding Biter and bath house. Replacement by and with-in the insurance, the club house that was burned. Building a lake at the golf course to water the greens. Reworking the tennis area and mini parks. Pur suing fundings and many other projects has been Mr. Hoefling's interest. Many improvements nave come to the Fire and Police Departments. The most recent being the three bay buiiding to house the fire trucks. The office of the Police Department has been reconstructed to give better and safer working condit ions. The investigator working into his second year was received under LEAA funding, with equipment and car. Governor' s Highway Safety Program played a Mg role in funding cars also equipment. These were the departments Mrs. Brandon considered most with the completion of a complete equipment inventory of all town property. The most important act the combined group accomplished was the hiring of an unaf filiated and trained city manager. His intent of all action has been for the growth and welfare of the town, i take this opportunity to commend this young manager. Hie position he accepted is a profession and not a political appointment. This is the oath of office 1 took two years ago what you elected me to the Town Council and! have tried to live up to it to the best of my ability. Granted, not all the decisions I have made have pleased all people, but they were made with the genuine interest of the whole town at heart. In the two years I have served on the Town Council I have represented the town with honor. I have tried to always make a wise decision in casting my vote, regardless of whether it would make me unpopular. I decided early in my term that inorder to treat all citizens fairly I could not afford to worry about winning any popularity contests. I know I have played a very important part in the changes you have witnessed around town in the past two years because I have involved myself directly in them. It taxes mucn ot an etecteo of ficial' s time to bring about change, it means one must be aware of a problem, seriously study it and seek a sensibie and reasonable solution. It is a great feeling of satisfaction to know you have had a part in "digging your heels in' and giving your aii to make something happen. One must be willing to accept ridicule and criticism as well as praise. I am grateful that I have received more of the latter. In the role on alderman I have piayed a part in ail the improvements made in town during the past two years. However, in the area of specific assignments, I have, through many months of research of the town's records and the cooperation of department heads and other city personnel, completed an inventory of the town' s equipment. Every piece of equipment that couid be physically located has been indexed, assigned a number and marked by department. We were able to obtain equipment such as new, heavy-duty fully equipped police cars, portable radios, radar and much more. We also applied for and received fundings for ad vanced schooling for our police officers and Bremen. Crime is on the decrease in Black Mountain and traffic fatalities are greatly reduced (there have been no trafHc traHic fatalities in the two months since we acquired our new radar unit.) in working closely with the chiefs of Public Safety and the town manager, and through careful budgeting we have made our Police Department safer, more attractive and more efficiency arranged for personnel. We have added a new three- bay building for the Fire Department, making the fire trucks and am bulances more accessible to the firemen, not only for emergency use, but for pur poses of maintenance as well. Much satisfaction has been afforded me in this assign ment to Public Safety, and I hope to do even more in the years to come. 1 hope to be involved in the important decision-making that is going to affect us all, especially the businesses, with the com pletion of 1-40, when the through traffic will be routed around town. I could never have ac complished atlthts without the cooperation of the mayor and board. 1 would like to offer a word of advice to any new candidate who goes on the board in November. Regardless of how desperately you want to make something happen this cannot be done with your one vote. It takes unity and purpose. I feel that each and every can didate who is running for election has something to offer to his or her town and for this reason I will in no way try to discredit them. I only ask you to honestly evaluated each candidate on his or her own qualifications and I especially ask you to VOTE for me. Please give me a chance to carry out the positive plans that are already in the making for the upcoming years. I desire to serve the citiiens In every way possible and 1 want it to be clearly understood that I have no business Interests in the town and am in no way in conflict-of-interest by serving on the board. Most peopie are aware that their own freedom is guaranteed only as iong as the press is guaranteed to be free. How do you know you are getting the facts about what is going on if the government can control what is printed? However, there seems to be a misconception that the only papers that should be con cerned with the First Amendment (guaranteeing free speech and press) Me large metropolitan dailies reporting the national news. Believe me, free press restrictions hit closer to home than the Pentagon Paper classifications. Soon after coming to Black Mountain last March, I was faced with one official body that was refusing me access to public records of extreme interest to all of you. For tunately that body is now cooperating fully and was not subjected to the legal action we were prepared to take. In another case, the Black Mountain Town Board met without malice On sure-in violation of the Open Meetings Act. I learned of the meeting the day after it happened. Again, that body has been most cooperative since then. On a number of occasions, the News has come out in editorials against the per formance of a government employee-from the town manager to the governor to the president. Such a freedom can oniy be exercised with a continued upholding of the First Amendment by local folks as well as national media interests. Some day when your Black Mountain News Is drifting between the just-read and fire starter stages, look it over and imagine yourself a citizen of a totalitarian society.
