It seems that school has just started and already one-sixth of it is over. Report cards came out October 7, just in case any of you parents have not received a report or heard about it as yet. In case you haven’t, now you know and you can start asking questions! .VT1 D^VI® STRICKLAND of the Swannanoa Fire Department enlisted the al the^chooflast^eek001 StUde"tS *" 3 "" Prevention We<* demonstration Satellite funding expected by Fletcher Nelson Jr. The Black Mountain Satellite Unit of the Western Carolina Center was surveyed last week by the State Office of Facility Services, which is part of the Department of Human Resources. The survey was made under the regulations of Title XIX of the Social Security Act for Intermediate Care Facilities for the Mentally Retarded (ICFMR) to insure a facility receiving money under this act is in substantial com pliance with the regulations. There are 614 of these regulations. They cover everything from the width of the hallways to the level of direct care given to the residents. The Parents Association was complimented during the survey for the help they had given in improving the unit. The unit was also com plimented on its efforts with volunteers. Edith Anderson, unit director for the Blac* Mountain Unit, commented on the survey,“It is very useful to have a group of professionals such as the survey team look closely at the unit. Not only to point out those areas where we know we are deficient but also to point out areas where there are weaknesses.’ Is the ICFMR money im portant? While the Center does not receive payments for all the residents at Black Mountain under this Federal plan, the $455,868 received does constitute a substantial part of the Unit* budget. For the Western Carolina Center, as a whole, the ICFMR funds provide about half the budget, approximately $6 million a year. For all the help the ICFMR funds provide, more is needed and additional monies must comes from the legislature. Dr. Iverson Riddle, director of Western Carolina Center, said he hopes that the legislature will appropriate additional funds to make both the Center in Morgan ton and the unit at Black Mountain better places for the citizens of our state than they already are. Funds will be needed to make certain changes in the building toward providing more privacy and more warmth to the environment, he said. Black Mountain, while a part of the Western Carolina Center, is surveyed separately and will pass or fail on its own •* merits. The results of the ijjj* survey will not be officially known for several weeks, ’* although in the opinion of the -* staff the unit did pass the inspection. In all likelihood the final decision wiii be “ICFMR certification’ with a specific time to correct known deficiencies.
