R. Forbes, director of the bureau of war risk insurance told a senate committee the other day. Director Forbes brought with him M. T. Mc- Incrnypwho secretly conducted an investigation for the bureau. The lat tor told the committee that he bought moonshine whiskey and extract gin ger containing 95 per cent alcohol on the reservation, declared that intox ication was common among the in mates and that immoral women ov erran every section of the grounds. Many of the patients, Mclnerny said, carried guns and defied the guards to take . the arms away. Vendors of all sorts of narcotics, the witness testified, frequented the grounds and sold freely to the inmates drugs of almost every character.
