ust it will he asked by Superintendent
of Public Instruction A. T. Allen for
authority to make a third loan of $5,

state for erection of new schools, ac- i
cording to an announcement made
from the office of the superintendent. I
Under the plan as now carried on
the state borrows the money in a
large sum at a low' rate of interest
and lends it to the counties at the
same rate of interest thereby allow
ing them a much lower rate than they
could get on small loans. The coun
ties repay the state on 20 annual
payments at an average interest rate i
of 4.5 per cent. The loan is usually I
for 50 per cent of the cost of the I
proposed building. Preference Is !
