Ex tensive reports have been filed by the chief warden of the women’s jail at Guanabacoa, suburb town of Havanna, asking that provisions be made for immediate building of ad ditional housing facilities for wom en prisoners. The depth reading at the south ern Pacific measuring point hovers around 31 inches, whereas the high level of former years was 83 inches. A winter of heavy snows followed by heavy spring rains would raise the water level some, but the shrink age has been so consistent that resi dents. in alarm, are beginning to wonder if the lake is going to dry up completely. As the water decreases the salin ity increases, being now approxi mately 26 per cent. NORTH CHINA GIVING OFFICES TO WOMEN Peking.—Women in public life are making strides in China. Dr. Teng Tsui-ying has Just been appointed head of the bureau of public health m Peking, being the first woman official in north China. Dr. Teng lias practiced medicine for years. At the same time it was announc ed that General Chiang Tsopin, chairman of the committee for ad ministration of war areas, had taken under consideration the claims of a number of women candidates for magistrates of local government col leges. Republicans Getting A fraid As Election Day Approaches Washington.—Smith's style of campaign has utterly disrupted the program of the Hoover organiza tion, and instead of cinching the election by October 15, the Repub licans, one week ahead of the bal loting, are striving desperately to garner 266 electoral votes necessary ■ to success. It is quite obvious here in Washington, the center of Repub lican activity, that they realize that they are in a much more precarious situation than they anticipated earlier in the fight they would be at the end of October. Governor Smiths adherance to his original plan to conserve his phy sical strength and not fire his re serve ammunition until the last fortnight of the campaign is pro ducing the logical result that might have been foreseen. Instead of a worn, dispirited fighter waiting for the final count and removal from the ring in a dazed and helpless condition, the Democratic champion is going stronger, hitting and jab bing his opponent with . more lire and fury than at any stage of the great political bout. If the minds and hearts of the contenders could be X-rayed, in all probability it would be disclosed that Smith is more confident than Hoover; that Smith looks forward with eagerness to the last week’s campaigning while Hoover dreads it. Hide Fears. Of course, it is of the utmost im portance, or at least they figure it that way, for the Remiblican high command to disguise their real feeling of apprehension, and none of their literature or statements re flects their nervous if not actually panicky state of mind on the eve of the decisive showdown. But it takes no great gift of penetration to read betw-een the lines or to inter pret some of their recent moves. Smith has demon; tra ted that lie has that thing the masses particu larly admire and cheer, the heart of a lighter. Adverse polls and dis couraging prognostications by most of the political writers do not seem to have affected the New York gov ernor in the slightest degree. He asks a group of correspondents, "What does anybody know about it." directs attention to unparalleled out pourings of the people everywhere to see and acclaim him, asks them to be brief, and hastens to liis study to work on his next devastat ing blast. That is about the way many Re publicans are looking at the situa tion at this stage. Polls and fore casts look good on paper, but after all. some of them privately concede, “What does anybody know about it?” with the element of doubt in herent in the case of more than half the state, and these the states having the greatest number of elec toral votes. Signs Of Weakness. Democrats and many detached ob servers interpret the Hoover charge of socialism directed at Governor Smith as a sign of weakness. When a candidate begins to call his op ponent names, the universal disposi tion is to ascribe h to lack of something to say argumentatively or at least based on reason. In respon : sible Republican quarters it’ is now privately said not by all, but by some, that Hoover made a mistake in labeling Smith a Socialist. More of them have felt this way about it j ' since Smith's Boston reply, held j ; very generally here to have been! the most effective speech of the campaign by any speaker. There are persons who believe the fight from now on will revolve mainly around the issue raised by Mr Hoover in Madison Square Garden and met by Governor Smith two nights later. Another visible sign of Renublican distress is the hurried .announce-, meat of Mr. Hoover that he is pre pared to call a special session of congress for consideration of farm relief. It is universally accepted here that this move is designed to meet the threat of Republican defeat in states which are hearing Senator Norris champion the cause of Smith. Another Bad Sign. Even more conclusive of the con tention ol Democrats that the Re publicans are growing desperate is the attempt of New Jersey Republi can officials to disqualify some 40, 000 or 50,000 voters in the Demo cratic strongholds of Hudson and Essex countries. The procedure was to strike from the registration lists the names of that many voters. If it were to be allowed so stand, the effect might easily be to throw the state with its 14 electoral votes to Hoover. Hudson and Essex are the j counties relied upon by the Demo crats to wipe out Republican mu | jorities in other parts of the state. Infuriated voters are making every effort to have their names restored to the list, and the palpable Repub lican scheme may not succeed. It is underground rumor that the Democrats have surprises to spring this week. Few veteran observers at tach much importance to such re ports.
