McLean Was Lenient
With 811 Prisoners

Raleigh.—Looking over the rec
ord of his four years, Governor Mc
Lean has discovered that he has
granted some form of clemency to
611 prisoners and that only 28 have
outraged him so that he revoked
their liberties.
Governor McLean ha* had more
than 29 prisoners to send back, but
not all of them were his. He re
voked several pardons and commu
tations which had been made by hie
predecessors. But he does think
that there is yet considerable hope
for the prisoner. A very small per
cent of the men and women helped
by him have shown themselves un
worthy.
The McLean administration has
broken the record for death penal
ties. There have been ?9 electrocut
ed under his rule of four years, an
average of about ten a year. Consid
ering the fact that the electric chair
started doing business 20 years ago
and has taken the life of less than
100, the McLean record stacks high.
But all the governors had electrocu
tions and it appears anomalous that
the more the penalty of death ie in
flicted the greater the number of
candidates for a place In diabolism’s
hall of fame. Craig and Blckett
were never persuaded away from
capital punishment, but it tore the
heart from them when they had a
day of death Governor Morrison
had trouble too, but he stood It bet
ter in an Bicaew ana wring, ru rerun
was regarded cool enough, but he
saved many and had few electrocut
ed. Hie was not a murderous qua
drennlum. There was not a lyn
ching during hie whole four years.
The good folks got mighty mad
at Craig and Blckett when they by

kill more now than they did then,
and the state has had the kllllng
est fellows under the hard Mr. Mc
Lean than It has had at all.
It Is not generally known that
the next governor is mighty weak
on capital punishment Indeed, If
Gardner were going to found a
state and write its laws he would
not have a gallows or a chair. But
that* another story.
