The Shelby Star explains that by j special act the term of the Cleveland I county sheriff, who is elected in ! November as are oilier county of- j ficers, was changed to begin April j 1 as a matter of convenience in the tax collecting. When there is a change in the office of sheriff the outgoing official thus has four ad ditional months to collect taxes. When the change is made December 1 the bulk of the tax collecting falls on the new man. The arrangement, the Star says, has been found more satisfactory. Allowed the Cleveland folks had a good reason. Their management of county government is evidence that they give consid eration to the most efficient meth ods and don't hesitate to make a change if convinced that the change means improvement. In other words the Cleveland folks are progressive in county government as well as in other matters, and that, is saying a lot for Cleveland. In some of om counties any sort of change is re stricted. oven ui the lace of con vincing evidence that it means a better and more eccnoipical govern ment in North Carolina, generally speaking, bas been inelficient, wasteful, extravagant, because It has been dominated by a lot of re actionaries who opposed change. The change, they feared, might in terfere with their business. Ml Some Cosmetics Contain Poison “Some 'women apply mixtures to their laces that would take the paint off an automobile.” says Dr. Charles W. Tabst, chief dermatolo gist of the Green point hospital in Brooklyn, New York. Dr. Pabst. has issued an appeal for flic medical profession and the public to sup port bills intended to stop the sale of cosmetics containing poisons, now pending In congress and In the legislature of the state of New York Says the New York Times: There has been on increase of at. least 50 per cent during the past three years in the number of skin diseases resulting from the use of cosmetics. With the growth 01 the i industry to a point where more than *3,000,000,000 worth of cosmetics is sold every year, small laboratories have sprung up throughout the na tion to manufacture “miracle po tions guaranteed to do almost any thing,’’ Dr. Pabst said. Frequently, he added, "In order to approximate their advertised pur pose" the products of these man ufacturers contained poisons such as lead, mercury, or arsenic, and practically ah oi (hem were sold without the name of the manufac turer appearing on the container. One of the products of this type in which poison was frequently used, he said, was face powder which it was claimed would not rub off. If such a powder were used in large quantities over a long period of time lead poisoning would be the j result; but even if used only in small quantities, the lead in it was apt to cause eczema or dermatitis, he went on. Often, he :aid. in the case of products "guaranteed not to rub off," the “remover" which was provided by the manufacturer for j his own product, was more danger ous than the product itself. Many of these "removers," he ex plained, contained alcohol in too strong a solution, or even ether, and i it was these mixtures “that would take the paint off an automobile " Cosmetics, he pointed out, included practically all mixtures and pro ducts applied externally to the body, and men used them in the form of shaving preparations, hair tonics and similar products. He went on to say that many re . ■ r—-— -— liable manufacturers manufacture • perfectly harmless cosmetics, addins that in his opinion unless poisons were contained in the mixture there could be no argument against their use. Reliable manufacturers, how ever, usually placed their name on the products, lie said. Senator Royal 'S, Copeland, for mer health commissioner of New "York city, who introduced the bill now pending in congress,'had pro vided in his measure Uiat no cos metics might be carried in inter state commerce unless the name of the manufacturer was on the label, or if they contained poisonous in gredients, Dr. Pabst said. Mysterious Disease Worry In Canada Number Of Deaths Already JtcsuUcd from Epidemic; Baffles Authoritlf*. Melbourne, Ont.—Stringent health regulations went Into effect in Elk field township where residents have become alarmed over a mysterious disease that has caused four deaths and much illness. School sessions, church services, entertainments and public funerals were ordered suspended by the township board of health until May 1. Persons ill with the disease were ordered quarantined and those who have been in contact with the dis ease were ordered innoculated. Although the nature of the mal ady lias not been determined, its symptoms were said to Indicate black diphtheria. The four deaths occurred tn I no neighboring families, all the vic tims dying a few hours after being seriously ill and numerous sore throats have been reported The first victim was Miss Bar bara Siaielatr, who at first was thought to have died of blood poisoning resulting from a cut hand sustained in opening a jar of fruit. Her mother, Mrs. Dougald Sinclair, died yesterday afternoon en route to a hospital after a few hours' Ill ness. Daniel Brown, who had at- I tended the Mineral of Miss Sinclair, died after twelve hours' Illness, and his nine-yrar-old brother. William, died after an illness of six hours. Rutherford County Hens. From The Rutherford Sun R A. Callahan, who lives in Rutherfordton. recently sold a hen that tipped the scales at an even 12 pounds. The chicKen was a White Orphtngton and was raised by the seller. Another hen, weigh- j inc 11 pounds, was sold at the aame time, the combined weight being 23 pounds. This is believed to be a record lor the county. Mr. Callahan stated that he had six chickens of the same breed that weighed 53 pounds each. Rutherford county has gained an enviable record for the fine chickens raised, and many thousands of pounds of poultry have been shipped to Northern markets, but it is doubted if any hen shipped weighed as much as 12 pounds.
