Appeal For City Taxes To the Taxpayers of Shelby: Unless you have already paid your city taxes, you are urgently requested to do so at once. Our bills have to be met. The School Board is in especial need of the ftfnds due them. Unless the taxes are paid in, the ne fcj&ssary funds will have to be borrowed. 'I he interest paid on borrowed money does not benefit the community. On the other hand, it deprives the community of that much service or adds that much the tax burden. One way to keep taxes low is to pay j ^our taxes will have to be paid, sometime. Why • not pay them now—save the interest and enable the town and school to meet their obligations? Yours sincerely, S. Raleigh —Either drastic cuts in salaries of state employes or a re duction in the personnel, or both, will undoubtedly have to be made during the fiscal year 1930-31, be ginning next July 1, in order that the requirements of Gov. O. Max Gardner, as director of the budget, for a cut to a maximum of 80 per cent of the general assembly ap propriations, may be made. In fact, Governor Gardner, in hts budget memorandum, suggests that “where possible or advisable or nec essary, personnel be considered equally with other elements of ex pense and that it be reduced in! number or in rates.' During the j present fiscal year no cut has been made in personnel numbers or sal aries, but the savings on other items of expense were made as far as could well be done under the | circumstances, resulting in nearlv 6 per cent of savings in all divisions, including some which could hot, tn their nature, be reduced, such as debt service, pensions to Confeder ate veterans, equalizing fund for schools, and others. However, in order to make the cut to 80 per cent of the approp riations for next year. it will be necessary to go into the salary items—and much deeper than many employes, and even heads of de partments or division, would like* To see. In some of the offices the sal ary account is the bulk of the ex pense, and since no salaries were cut this year, the savings in such offices In some cases did not reach 3 percent of the appropriations. Governor Gardner is sattsiied [that the method pursued, that of asking the institution, department and division heads to do their own cutting, was the proper course, and he 1* no^ asking them to reduce 'still further, in order that the bud get may be balanced at the end cf ; the biennium. !
