against him, Bailey made a credit
able showing. Today the Simmons
machine, in the old meaning of the
term, no longer exists. Bailey is now
the leader .of a great army of reg
ular thlck-and-thin Democrats who
stuck to the party when Simmons

Long ’And Splendid Record Of
Public Service

He has a long record of public service. Early in his ca
reer he served for a few years as chairman of the County
Board of Education. At different times he has been chosen
Chairman of the Democratic Executive Committee for his
native county, and served with success. He represented Lin
coln County, in the Legislatures of 1903,1911,1921 and again
in 1923, and in two extra sessions. He served as clerk to the
Judiciary Committee of the lower house of Congress for a
period of five years, during the Wilson administration, and
his satisfactory service in this capacity has been attested by
members of that committee. Notwithstanding, the fact that
his official position would have relieved him from the draft,
he claimed none, and held himself subject to the call of his
government for service in the World War. His class was
ntttt to be called for eervice, the war coming to a close before
the caH came.

Bailey has a decided advantage.
When Bailey first announced his
candidacy his friends feared that
lie might suffer from the entrance
of Republicans Into the Democratic
primary. But the fact that now the
Republicans are to have a contest
of their own has largely removed
this danger. In the past they have
had no primary voting to do and
so have been free to "go over” and
meddle with Democratic nomina
tions. This year their lnslde-the
party rivalries will keep them at
home.

Smith got 288.000 votes in North
Carolina, Hoover 849,000. But of
course m6st of Hoover’s votes were
cast by Republicans. If the vote for
Scawell. the Republican candidate
for governor, 289.000, be taken as
the "straight Republican" strength,
then the measure of the Democratic
revolt against Smith was 60,000
That is to say, 288,000 Democratic
voters In this state were on Bailey’s
side, 60,000 on Simmons' side. It
appears highly improbable that
enough of those 288,000 will switch
over to give Simmons the victory in
the primary. It Is assumed that the
vote will be much lighter next
month than it was in the election
of 1928; but if Bailey gets the vot
es of even half the Democrats who
voted for Smith he ought to win by
a good margin.
