Washington, April 13.—In re sponse to questions by Senator Morrison of North Carolina, Rich ard Whitney president of the New York stock exchange, told the sen ate banking and currency commit tee Monday that administration leaders were more responsible than brokers for the Inflation that cul minated In the stock market crash of 1929. Mr. Whitney, testifying in the committee’s Investigation of short selling, did not mention any admin istration leader by name, but re sponded to Senator Morrison’s di rect question to that effect by a Blamed. Senator Morrison asked whether politicians and administration lead ers had not fostered the Illusion on the part of the public that pros perity would be permanent under republican rule, and again Mr. Whitney answered, “Yes.” While Senator Morrison, himself a member of the committee, did not mention directly the name of either President Hoover or his predecessor in office, there was no mistaking the purport of his question and Mr Whitney readily agreed that politi cal statements of administration leaders were "more responsible” for the inflation than all the sales talks of brokers. simple, "Yes.” . Admlnistratloi. Gets Religion And Returns To Prison Walter Bannlgan Made Escape From Sing Sing 22 Years Ago. Ossining. N. Y.—Walter Bannl gan. repentant, came back to Sing Sing this week after 22 years of stolen liberty. He announced he had “got religion" and wanted to cleanse his soul by serving the re mainder of a term of 14 years. Warden Lewis E. Lawes met Ban nigan at the gates and Installed him in a new cell. He said he might recommend executive clemency. The prodigal was accompanied by George L. Bogan, superintendent of a seamans Mission, whom he had met two years ago and who con verted him to the “straight and narrow." Bannlgan at the age of 25. was sentenced in 1908 for assault and blackmail. One night after he had served two years he. “Big Bill” Green, a notorious desperado, and three others overpowered two keep ers and shinned over a wall to free dom. The others were recaptured. Bannigan disappeared without a trace. He spent most of that time In Metropolitan area of New York, he revealed today, and worked for a time as a paint maker. One night he wandered into Boland’s Mission on W. 42nd street and that was the end of his peace of mind. Warden Lawes said Bannlgan had been at liberty longer than any other escaped convict in the history of Sing Sing.
