WASHINGTON, July A—Cotton
ginners throughout the Southern
ootton belt were aseured today by
Cully Cobb, government cotton
chief, there will be “very little red
tape” connected with their respon
sibilities under the Bankhead cot
ton act.
. ' Responding to numerous com
■ munications from ginners complain
ing About “red tape” whloh they
feared in the compulsory baleage
reduction program, Cobb issued a
statement clarifying the relation of
the act to the ginners.
The Bankhead legislation levied
a tax of SO par cent of the average
central market price per pound of

Monday morning session of their
regular July meeting'was the con- ,
flrmatlon of the sale of the prop
erty of the old Catawba Spinning
company, that Is Gaston couftty's
part, to the American Yarn and
Processing company of Mt. Holly
Mill corporation for $30,000. The
machinery had previously been sold .
to Floyd C. Todd for $10,000..
The mill had been bought in at
a tax sale jointly by the town of Mt.
Holly and county of Gaston, in
May, 1933 for unpaid and delin
quent taxes. Oaston county's taxes
for the years 1939 to 1934, Inclusive,
amounted to $8,486.77. Of the total
sale price of $30,000 the town of Mt.
Holly realised $31,131.69 and the
county of Gaston $8,968,31.

Another reduction In public utili
ty rates was announced by State
Utilities Commissioner Stanley Win
borne yeeterday. The reduction,
placed into effect on July 1 by the
Virginia Electric and Power Co.,
will gave fforth Carolina customers
about $76,000 a year.

Hie rate reduction amounts to
half a cent a kllowat hour In the
lower consumption brackets. The
new residential rates are : First 100
kwh. 6,8 cents a kwh; next 150 kwh
6 cents; next 450 kwh. 45 cents and
in excess to 700 kwh. 3.8. The min
imum charge is $1 a month.
