, iNotice Of Sale Of Property For Unpaid Shelby Taxes In pursuance of law, I. sr city clerk and treasurer of the city of Shelby, N. C.. will sell at the Court House door in Shelby, N. C.. at AT 10 A. M. MONDAY, SEPTEMBER 14, 1936 ? for unpaid 1936 city of Shelby taxes, the following describ ed real eatate, shown by name of owner, description of land i and amount of taxes due and unpaid. REA b Helping Electrify State With Many Loans The policy of the Rural Electri fication administration Is to help those who help themselves, said David S. Weaver, agrieultral engi neer at State college. In communities where farmers show they are making an organiz ed effort to secure electricity, he added, the REA will make loans to help finance the construction of power lines and the wiring of buildings. ,, But It la not going to pour mo ney into communities that are making n ©efforts to obtain el ectric power, he declared. The natltonal REA has set aside 61,000,000 for loans In North Car- I olina, he pointed out, and Is ready to allot an additional 63,500,000 if North Carolina farmers go after it. To get It, they must push the ru ral electrification program and convince the REA that they will make good use of the money. Other wise. It will be loaned In other states. The state REA and the State college extension sendee are en deavoring to help push the rural electrification program In all com munities that are Interested and willing to cooperate, he stated. Already, more than 1600 miles of rural lines have been strung In this state, he went on, but that Is only a beginning. At the ck*e of 1080, he pointed out, only 11,558 of the 300,967 farms In the state, or 86 per cent, ware served by elec tricity from a central distributing station. Cotton Leaf Worm Headed For State The cotton leaf worm, one of the most destructive pests ever found in southern cotton fields, Is headed for North Carolina this year. According to O. H. Brannon, ex tension entomologist at State col lege, the worm Is making serious inroads on cotton further south, and Indications are that It win in feet this state a little later. The Insect eats nothing but cot ton. and often stripe entire fields of their foliage. When Infestations are bad. fields of cotton took as though they had been burned over. Hie defoliation causes heavy shedding, premature opening of bolls, and staining of the lint. Brannon urges all cotton growers In this state to keep a close watch for leaf worms in their fields, and to start dusting with calcium arse nate as soon as worms are discov ered. Dust on from five to seven pounds per acre, similar to the way fee poison Is applied for boll wee vil control. Brannon stated The caterpillars vary grpatly In color, but each segment, when seen from above, shows four round black dots In the form of a square. I In Typical City Persons Pay $32 Taxes To State CHICAOO, Aug 24—In the "typical American city,” Professor William P. Ogbum said today, the women outnumber the men, the per capita tax Is $83 a year and one In every ten families takes In room ers. These were soma of the data com piled by the University of Chleafo sociologist In an article published today to the Journal, "Public Man agement." He produced his picture of the typical city by making a composite of statistics, including federal cen sus figures from 38 cities with pop ulations between 38,000 and 100,000 throughout the United States. For every thousand persons ordi narily employed there are 3.9 physi cians, 41 lawyers, 3.1 preachers and 33 J teachers. In the south he found more lawyers, doctors and preach ers and fewer teachers. For every 100 women, his survey showed, there are only 97 men. Six out of every ten persons more than IB years old are married. The aver age family In "averagetown” con sists of three or four persons, In cluding boarders and relatives. The average renting family paid $38 a month. THIRTEEN MILLION HOMES ARE NEEDED A. F. of L. Figures; lekes Thinks Necessity Will Assure Contin uance Housing Program. WASHHNOTON, Aug. 34.—(AV An A. F. of L. estimate that 13, 198,000 new homes will be needed by 1946 was coupled with an opinion by Secretary Ickes that "necessity itself will assure the continuation of a valid housing program.” Ickes said he hoped that, with Federal funds available for new low cost housing projects, communities would "carry the work forward as local enterprises.” The PWA administrator's views were expressed in a letter to Gen eral R. E. Wood, chairman of the executive committee of the PWA Chicago general advisory board on housing. Wood had written to Ickes saying defects to the present pro gram were due to centralisation and the initial siat of the program. “I am fully in accord with the conclusions you advance,” Ickes wrote. "Centralisation of the pro gram obviously was necessary at first x x x it always has been my hope that once a demonstration program had been developed mu nicipalities would carry the work forward as local enterprises. This has been our objective from the be ginning." The first project completed by PWA, Tech wood homes at Atlanta, Is being occupied now, but failure of the Wagner bill to pass the last Congress left the housing division with no funds beyond requirements for its 49 other projects. “Legion” Head And 21 Others Indicted DETROIT, Aug. 34.—(AT—Virgil Efftoger of Lima, Ohio, described bv prosecuting attorney Duncan McCrea as the national head of the Black Legion, was Indicted with 31 others here on charges of crlm inkl syndicalism to connection with activities of the hooded order. The indictments were returned by Circuit Judge James Nochenot conducting a state grand jury In vestigation. The indictment, con taining two charges, accused Ef ftoger and the others with “advo cating or teaching, crime, sabotage, violence or other forms of terror ism as a mean of accomplishing Industrial reform." The penalty on conviction is ten yean or $5,000 fine.
