There was no public input Monday
night as Holden Beach Commissioners
held hearings on two proposals
prior to their regular monthly
meeting.
One hearing was on a request to
rezone property at 117 and 119 Ocean
Boulevard West from R-l Residential
to Commercial. The change, requested
by the property owner, was
recommended by the planning and
zoning bo^rd.
The other hearing was to receive
public cviiuneiil uu an amendment to
the zoning ordinance regulating
relocation of buildings.
Proposed changes would provide
for a $50 per day fine for each day
work is not completed three months
after a house is moved and '-otild require
a performance bond equal to
the cum of ihe project, or a minimum
of $25,000. whichever is greater.
Another public hearing set for next
month to hear comments on revisions
to the zoning ordinance regulating lot
coverage is not expected to be as
quiet.

The chairman of the planning
board will make some special comment
on the 30% lot coverage provisions,
Mayor Kenner Amos noted.
Varied Agenda
With two of the five commissioner
seats vacant, the board tackled a
varied agenda Monday night. Commissioners
Hal .Stanley and Jim Griffin
were absent.
Commissioner Graham King cast
the only dissenting vote on a motion
by Commissioner Gloria Barrett to
withhold building permits for further
development of subdivisions where
water tap charges are delinquent.
Affected are the Kortner Subdivision
(Clipper Ship Drive) and Davenport
Subdivision (Frigate Drive),

According to dicu.ss.sioris, $376.92 Is
still owed by Virgil Roberts for the
six-inch water tap tor the Former
Subdivision in March, 1934. Half the
cast of the tap here has been paid by
Jun tiriffin.
Roberts and Howard Wyrtck owe
$753.85 for service to Davenport Subdivision
for a tap made in May, 1984.

Second high bidder was Waste Industries,
Inc., $89,032. This Wilmington
firm, which has provided the
service for iiie past iwo years unuer a
contract which expires March 31,
was praised by Sanitation Commissioner
Lyn Holden and others on the
board for "doing a good job."
The third bid was $i56,u00 irom
Coastal Sanitation of Castle Hayne.
This bid was not submitted in proper
form and with bid bond included as
the others, according to Administrator
BucK.
Petition Accepted
Commissioners accepted a cer
titled petition from property owners
on Sunshine l^ane asking to pave
their street and assess property
owners 60% of the cost.
The move puts this street first in
line for the next paving project since
there are no other petitions pending
at this time. "We might be able to include
it in this year's budget." one
commissioner remarked.
No Parking Zones Changed
Parking will be allowed closer to
Oceitii uuuievaru on connecting
streets and the fine for a violation has
been reduced from $25 to $10.
Commissioner Barrett, who proposed
the ordinance changes, said
they were recommended by the
police department.
Parking is now prohibited 100 feet
from where streets north of Ocean
Boulevard intersect. Previously
parking was banned for a distance of
200 feet.
Planning Grants Get Nod
Commissioners reluctantly agreed
to make application for CAMA planning
grants, but reversed the priority
recommended by the planning board.

is not needed to determine the need
for a wastewater treatment system

Approval of the planning projects,
which would be financed 75% by the
state and 25% from local funds, is
doubtful in this year of budgetcuiung,
Administrator Buck noieu.
Even if approved, the town can back
off later, he added.
Items Postponed
After discussing the possibility of
having to spend $2,000 for pipe to be
installed by the State Department of
Transportation and other difficulties
involved with projects to cure
drainage problems on Ocean
Boulevard, commissioners postponed
the matter for further study.
Postponed, also, was discussion of
the bulkheading project now in progress
at the pavilion, a joint project
with developer Alan Holden, who
could not attend Monday's session.
The town has authorized $8,800 to
be spent or> the project whictt affects
rights-of-way controlled by the town
on which public parking is allowed.
Apparently the town board lias some
questions about the construction to
date.
Committee Reports Heard
Construction continued at a fast
pace during February, according to
the report of Dwight Carroll, building
inspector, who said permits were
issued for eight new houses valued at
$426,540. This is one less than the nine
issued in February, 1984.
During the month 29 repair and

construction valued at $213,436.
There were 34 applications for CAMA
permits and $1,569.32 was collected in
building permit fees.
At the end of the month there were
59 houses and two condo units actively
under construction.

missioner Barrett reported 40 service
calls by police officers who conducted
seven investigations, issued
two citations, and drove 5,744 miles
on 415 gallons of fuel at a cost of
$456.90.
Coastline Rescue Squad made only
one call on the island during
February, she noted, and said a new
policeman. Jeffrey Williams, had
joined the force.
