The move is expected to increase the ability of the fields to absorb treated wastewater. The goats' job will be to mow the grass short. Bellamy volunteered his goats following an appeal from tne town board earlier this month. A new cover crop is just one of several measures adopted by the town to gain additional sewage treatment capacity for the immediate future. This would allow for normal growth while the town saves up the money for an expansion project. Currently development of lots within town can continue, but no new outside extensions are allowed. The town also will buy O-ring washers, giving them away to households within the town limit to reduce water flow through faucets and shower heads. "It will cost us a couple of hundred dollars but it will probably be worth it," said Mayor Beamon Hewett, with the aldermen agreeing. Residents will also get flyers advising them of other water-saving techniques. Meanwhile the town is considering replacing faulty septic tanks at cost or at its own expense. Tanks that didn't function properiy were to have been replaced when the sewer system was installed, but in a number of cases, the mayor explained, the property owner and installer agreed a tank wasn't a problem, when seepage was occurring. "We ended up getting stuck on the septic tanks," he said. Appeal On Fees Aldermen stood firm in support of a policy interpretation made at their last meeting, denying a request from Hazel Simpson to allow her to pay 1984-85 connection fees for water and sewer. She is one of about 10 individuals in the same position. Waiving the fee increases would represent a net loss in revenue to the town of about $5,500, Mayor Beamon Hewett advised aldermen Wednesday night. Mrs. Simpson bought a building permit in June 1985, a month before the new budget year began. At the time she inquired about the price o( water and sewer tap-ons for the house to be built on Columbus Street, but did not pay for the connections. She was quoted the fees in effect at that time. She returned in July to pay for utility connections, only to find that since her last visit a new town budget had been adopted that includes higher water and sewer connection fees. She appealed, telling aldermen she considered the information given her in June "a business arrangement" on 1 which she had based the pricing of the house and that she was being , wrongly penalized. "I made an ari rangement at a certain time and at a certain fee and that's the arrangement I expect you to live up to," she advised. , She said she quoted a figure of , $1,500 for water and sewer, but $1,500 i was the 1984-85 fee for sewer alone, town officials reminded her. ' Aldermen told Mrs. Simpson that while sympathetic to her position, l they wouldn't change their decision. ' She will have to pay total water and sewer connection fees of $2,360. | "We actually helped you, not hurt you," Alderman David Gause said in reference to the meeting two weeks earlier. Since Mrs. Simpson had obtained her building permit in June, she was exempted from the reserve fee. To allay the possibility of similar misunderstandings in the future, aldermen voted to print annual rate sheets, noting charges for all town services, making it clear they remain in effect during the current fiscal year only. Meanwhile, when Mrs. Simpson said she was sure $1,500 was all she had paid for a water and sewer connection two years ago, the mayor suggested a check of the records. Other Business In other business, the board: Began modifying the town's vacation policy in an effort to clarify 1) vacation employees qualify for when they quit or resign and 2) how vacation time accrues. Aldermen agreed that someone who quits without giving proper notice should not qualify for vacation pay without the supervisor's approval Board members will vote on a draft policy at their next meeting. Agreed, at the request of Police Chief Don Stovall, to meet Tuesday, Aug. 13, at 7:30 p.m. to review candidates for a vacant police officer position. Reappointed Conrad Pigott, Jack Harrison and Sonny Stanaland to the planning board. They will serve three-year terms. Reappointed Jimmy Marshall to a three-year term on the Shallotte ABC Board. Marshall had been previously appointed to complete the term of Sam Keziah, who in turn was completing the term of David Gause, who in turn had been appointed to fill the term of Harry White.
