The comments came in response to a report aired by a local television station that claims the schools could have helped finance the $83,000 project with state grants. The final contract with E.A. LeBlanc and Associates, an energy management company based in Raleigh, was signed in June with plans to pay for the energy saving devices through guaranteed savings on the schools' utility bills. "I believe the contract which you have entered into with LeBlanc provides the best arrangement for financing these installations with the minimum risk to your school ( system," wrote Dewey T. The energy saving devices have been installed at Lincoln Primary, South Brunswick High and West Brunswick High schools while students were away on summer vacation. They should be in operation when school starts Sept. 3, said assistant superintendent Bill Turner. The schools have the option to install the devices at the remaining eight county schools at the end of a three-year trial period. The pilot energy management program also involves a team of third party financers, Murray Financial Corporation, which put up the $83,000 to finance the cost and installation of the equipment at the three schools. During the past year, the division of plant operations has provided a limited number of school systems with a consultant engineer for energy nanagemem proposals.
