General Assembly by April 16, under rules adopted last week by state legislators. Rep. E. David Red wine said legislators have until April 30 to sub mit statewide bills, except for ap propriations bills, which are due in no later than May 21. "If any of you have bill requests for me, please keep these dates In mind," he said in his weekly report. “By having these deadlines, hopeful ly we win be able to cut down on the length of tlie session.” Two bills propose stricter enforce ment and greater penalities for litter ing, a topic of concern to many residents of the district, Bedwinc said. Also, last week Redwine, chairman of the A.BC Committee, introduced HB 214. This act would conform the hours of alcohol sales in the state to federal Daylight Savings Time. Con gress has recently changed Uie beginning of Daylight Savings Time from the last Sunday in April to'the first Sunday in April. This bill would conform state law to public law and will keep holders of alcohol permits from being in violation ot the law. Redwine also co-sponsored HB 196, which would appropriate $2 million In 1987-88 and 1988-89 fiscal yers for the N.C. Rural Economic Development Center for its operation and for pilot programs and research.
