If approved, the policy would reverse the county's past position that beach access is the shared responsibility of municipal and state governments. County planning officials introduc ed a revised draft of the county’s Coastal Area Management Act ICAMA) plan to commissioners at a special joint meeting last Wednesday night in Bolivia. The joint meeting immediately followed a brief work session by county planning board members. Planning Director John Harvey and Wilmington planning consultant Barry Griffith of Edward D. Stone Jr. and Associates explained the pro posed plan to commi.ssioners and em phasized the importance of the plan’s policy section. “These are the policies the county would be saying they’re going to of ficially adopt," Griffith .said. Also, Griffith added that he feels the ‘‘general’’ nature of cerUiin policies in the plan, such as the one on public access, is good in that it allows flexibility of interpretation. The proposed access policy states: Commissioners Seek Appointments Opinion BY RAHN ADAMS Bruaswick County commissioners are awaiting word from the state that could affect the makeup of local boards. At a meeting last Wednesday night in Bolivia, Commissioner Chris Chappell obtained the board’s per mission to have County Attorney David Clegg write the state attorney general’s office for an opinion con cerning the difference between policy-making boards and advisory boards. .Slate law forbids persons from holding more than two public offices. •At issue is what constitutes a public office. Chappell told commissioners he had received a call from a District 1 constituent who expressed concern about an elected municipal official who also serves on two county boards by appointment of the board of com missioners. .-\lthough he did not identify the of ficial, Chappell said the boards in cluded the county’s planning board and utilities operations board. Sunset Beach Mayor Pro tern Ed Gore ser\'es on the county planning board and utilities operations board. At least one other local elected of ficial currently serves on more than one appointed board. Navassa Mayor Bobby Brown senses on the county social services board and county recreation advisory board. The letter being sent to the at torney general was written by Coun ty Attorney David Clegg at Chappell’s instruction. Chappell read the letter to commissioners prior to their approval. Chappell said he wanted the at torney general’s opinion to clarify the difference between the two boards in question, to clarify what constitutes public office. He pointed out that the planning board is a governing body, with authority to approve subdivisions; however, the utilities operations board serves only in an advi.sory capacity to commissioners. A check last week with the N.C. In stitute of Government in Chapel Hill indicated that state law apparently rin^.^ look at the iwo types of boards differently. "The attorney general’s office in the past has taken the position that advisory positions are not public of fices,” said David I.awrencc of the Institute of Government. But Institute officials added that defLnitions of even advisory posts can be confusing. Following the joint meeting, Board of Coininissioners Chairman Grace Beasle.v said that during her tenure the county board has denied requests to help fund beach accc.ss programs; however, she said those rcfu.saLs were for budgetary reasons. Both Holden Beach and .Sunset Beach had sought financial a.ssisliince for beach acce.ss from the county. No comment from commi.ssioners was made on the CA.MA plan’s pro posed beach access pblicy at last Wednesday’s meeting. "I knew we were going to ha%'c public input on it. " .Ms. Beasley said. ■'When it's their (the public’s) Uix dollar.s you're spending, they have the right to give their input and have It heard." Ms. Beasley said she feels county involvement in future beach access programs would be considered on an individual basis, with cost as a deter mining factor. Commissioners scheduled a public hearing on the proposed CA.MA plan for Oct. 5 at 7:30 p.m. at the county government complex in Bolivia. In reference to another section of the proposed plan. Commissioner Jim Poole suggested addition of a policy to encourage the eventual con struction of underground utilities in Brunswick County. Griffith .said a policy to that effect could be added to the draft before it is submitted to the -State. The state has set an Oct. 7 deadline for adoption of the plan by county commissioners. .According to Planning Director Haney. Haskell Hhett of the N.C. Dept, of Natural Resources and Com munity Development has agreed to informally review the county’s new draft prior to the Oct. 5 public hear ing. Last year, Rhett was highly critical of an earlier draft submitted by the county. Harvey also said Brunswick municipalities will be provided copies of the draft as soon as possi ble.
