Holden Beach Commissioners are
working on a budget that shows no increase
in the town's property tax rate
or water rate during the coming
year.
They're also considering the
possibility of adopting a new future
source of revenue?an accommodations
tax such as is levied by the
towns of Ocean Isle Beach and lx>ng
Beach.
A conservatively-estimated
$484,000 general operating budget is
based on a valuation of $210 million,
intended to reflect additions to the
tax base as well as nrreqihlp tax roliof
granted to property owners whose
lots cannot currently be built upon
The tax rate would remain 14 cents
per $100 valuation, with a 95 percent
collection rate.
Property taxes are the largest
source 01 anticipated revenue, in
$282,800, followed by street
assessments, $49,000. sales and use
taxes, $45,000 and state Powell Bill
funds for streetwork, $18,000.
A tentative water budget of approximately
$279,000 reflects a proposed
increase in tap-on fees from
$275 to $500, to reflect both excess line
costs and a nominal "impact" fee.
However, while reaching a concensus
last week, commissioners have
not adopted the new tap-on rate.
The water budget reflects a projected
drop in interest earnings from
$21,000 to $5,000, based on plans to
repurchase water bonds from
Farmers Home Administration. Still
to l>e calculated are changes in the
town's annual loan payment once the
bonds are repurchased and reissued
to a commercial bank.
During their 3^-hour meeting last
Friday morning, commissioners added
in some places and subtracted in
others as they reviewed line-by-line

A budget hearing has been tentatively
set for June 6. The budget
must be adopted before July 1.
By category, the tentative budget
looks like this: governing body,
$14,824, including audit and legal services;
administration, $97,119, inI
eluding $1,500 for training of the
town's new administrator in the Institute
of Government's Public Administration
Course: elections, $500;
planning and zoning (includes
annexation-related work), $8,600;
public buildings, $7,094; police,
$130,089; fire, $15,100; building inspections,
$35,000; streets, $90,500;
sanitation, $57,000, including $1,600
for more garbage cans for the beach;

tion, $26,200, including $4,000 for construction

The budget is expected to include
$500 to cover possible referenda on
building height restriction and on a
town sewer system; a proposal by
Birmingham to establish a replacement
schedule for town vehicles, including
a new police vehicle and
building inspection vehicle next year
at a cost of approximately; $7,000 to
cover the cost of supplies and services
related to the town's possible
annexation of a mainland tract; and
the first installment on the purchase
of a lot adjoining the town hall;
$65,668 to pave Scotch Bonnett and
Swordfish drives (with matching
funds from property owners); and

Charlotte Street, though several
commissioners were concerned at
the precedent this work might set.
While Streets Commissioner Gay
Atkins noted thata petition is nearing
completion that will request the paving
of Brunswick Avenue West,
Mayor John Tandy noted that the
town may have to set aside funds
over more than one year's time to
cover its share of the estimated
$80,516 cost.

$20,000, of the tax rate has been set
