VICTIMS' RIGHTS WEEK
APRIL 21*27) 1991
In a Proclamation issued by Governor James G. Martin
he stated, "Because victims may be overlooked, it is
important to recognize their rights. This year the theme
of National Victims' Rights Week is 'A New Balance'." A
major goal of this observance is to achieve fairness and
equity for the innocent victims of crime in our Criminal
Justice System.

THE VICTIM BILL OF RIGHTS
It is the policy of the State of North Carolina that victims of
crime should be treated with dignity, compassion, and respect;
the.t they should be informed about the progress and outcome of
their cases; and that damage done to them be considered by the
court as it decides their case.
To that end, and to the extent possible subject to available
resources, victims of crime in North Carolina have a right:
1. To be informed by local law enforcement agencies and the
District Attorney of their role in the criminal justice system
including what will be expected of them.
2. To be notified that a court proceeding which they are required
to attend will not go on as scheduled, in order to save unneces
sary trips to court.
3. To receive protection from harm and threats of harm arising
out of their cooperation with law enforcement efforts, and to
be provided with information about the amount of protection
available.
4. To be informed of financial assistance and other social services
available as a result of being a witness or victim of crime,
including information on how to apply for assistance and
services and the procedure to be followed in order to apply for
and receive any witness fee to which they are entitled.
5. To be provided, whenever possible, with a secure waiting area
