Royal Oak Wants To Keep Coastline Rescue

Residents of the Koyal Oak community want
to stay in the Coastline Volunteer Rescue Squad's
scrvicc area.
Hut county officials plan to give that territory
to Shallotte Volunteer Rescue Squad when the
l)l I system begins operating next year.
Coastline Chief Kathleen Jacobs told Bruns
wick County Commissioners Monday that there
is already confusion over which squad should be
servicing that area.
Royal Oak lies on the north side of U.S. 17
near Supply. The new maps indicate Coastline,
housed on N.C. 130 near liolden Beach, will not
respond to calls beyond U.S. 17 in the future.
"Shallotte is now cutting us off in that area,"
said Ms. Jacobs.
County Manager David Clegg said the new
lines were drawn to prepare for the county's
emergency medical services (EMS) program.
"These maps arc not now in effect," said
Clegg. "They arc proposals."
Ms. Jacobs responded, "Someone should in
form thetr. (Shallotte) of this, bccausc they don't
think so."

commissioners with a petition of 1H4 names ask
ing that Coastline be allowed
to continue to serve the com
munity.
"Undue hardships will be
caused by many residents"
should the lines change, said
Ms. Davis.
The petition cites in
creased response times for
Shallotte's rescue units and
the squad's unfamiliarity
with the service area.
New territories for all departments have been
proposed by EMS Director Doug Lcdgctt and the
HMS Advisory Board, which must approve any
changes in the service areas. Lcdgctt was on va
cation this week and unavailable for commcnt.
"We arc willing to service this community,"
said Ms. Jacobs. "We have no objections whatso
ever to servicing this community."
Shallottc rcscuc at one time answered calls in
the Royal Oak area, but stopped, she said.
Supply Volunteer Fire Department Chief
Roger Suggs said some rescue squads arc ignor
ing territory lines in an attempt to reach an acci
dent First.
"It seems now that we have some ambulance
chasing," Suggs said.
He said the departments should be told to
stop confusing mailers by competing against one
another.
"We're going to have enough problems as 11
is," he said, regarding a transition to the EMS
system.
The county's EMS program will provide
paid, full-time emergency medical technicians to
respond to calls in the absence of volunteers.
Some EMTs have already been hired and arc
staffing rescue squads on a rotating basis.
Presently, Coastline has enough volunteers to
staff its department 24 hours, said Ms. Jacobs.

Monday night.

Diane Clark recommended the mer
it raises, which were based primari
ly on performance evaluations. All
town employees who were eligible
for raises received them.
Commissioners Kenncr Amos,
Bob Buck and Gloria Barrett voted
in favor of the raises, while Gay
Atkins and Judy Bryan opposed
them.
Approval of the pay hikes fol
lowed a 1 1/2-hour executive ses
sion Monday night called to discuss
personnel and legal matters.
Commissioner had also discusscd
the salary increases during a two
hour closed session last Thursday.
Mrs. Clark said she had rccom
mended the raises based on job per
formance according to town axle .

matically receive a raise after they
have worked six months, and anoth
er raise after 18 months.
Mrs. Clark said employees arc
then evaluated each year after that
to determine a merit increase.
Most of the employees who re
ceived raises Monday fell into that
category. However, Mrs. Clark said
three employees hadn't been getting
evaluated for possible merit raises
every year.
In those cases, Mrs. Clark said
she factored "longevity" into the pay
raises approved by the town board.

mously to adopt an ordinance pro
hibiting public nudity, joining offi
cials at Sunset Bcach and CXcan
Isle Bcach who enacted similar
rules earlier this year.
The local law makes it illegal for
any female over the age of nine "to
willfully expose her breasts in any
public area."
The rule defines exposing as "the
revealing of the female breast with
less than a fully opaque covering on
any portion thereof lower than the
top of any part of the areola."
Anyone over five years old is
prohibited from appearing in public
"in such a state of dress or undress
so as to expose to the view of others
the human male or female pubic
area, pubic hair, anus, vulva or but
tocks with less than a fully opaque
covering."
Public areas arc defined as any
areas in lown that are "ordinarily
open to public use." Thai includes
the beach strand, commercial
premises and parking areas, public
parking and access areas, town
rights of way, public parks and
town-owned property and any areas
in town that are "visible under nor
mal and usual lighting conditions to
anyone making normal use of those
areas."
People who violate the rules
could be fined S25 for each occur
rcncc. They would have 72 hours
from the time they were cited to pay
the fine at town hall.
Mayor John Tandy said adoption
of the ordinance was prompted in
part by thong bathing suits, which
make wearers appear nude from the
back.
Commissioners voted 3-0 last
month in favor of the ordinance. A
second reading was required
Monday night due to the absence of
two board members in July.
