JOBS Program Enrolls First
Clients Hoping To Earn Pay

Six Brunswick County residents
are trying in improve their educa
tion ami jobs skills in an effort to
get off federal welfare.
They arc the first of 5ft initial ap
plicants for the Jobs Opportunities
and Basic Skills Training Program
(JOBS), which the Brunswick
County Department of Social Ser
vices began in July.
JOBS is part of slate legislation
passed in 14XX thai hopes to over
haul the federal welfare program by
giving persons on Aid To Families
With Dependent Children (AFDC)
the right job training, education op
portunities and day care needed to
help them get paying jobs.
During the next three years, it
will be phased in to operation m 40
counties across the stale, where the
bulk of the stale's welfare recipients
live.
In Brunswick County, the lack of
public transportation often keeps
people on welfare, said Ginger
DeBerry, Brunswick County's
JOBS coordinator.
"It's always been a barrier here,"
said Ms. DeBerry.
The program musi link DSS with
area transportation and child care
providers. DSS will either pay the
providers directly or reimburse
clients that participate in JOBS.
The six now participating are un
employed parents who were
"mandatory volunteers," said DSS
Director Jamie Orrock. Five groups
ol people arc targeted by the stale as
potential clients for JOBS.
Most ol the mandatory clienLs arc
unemployed parents who have not
completed high school, said Orroek.
They often complain that the lack of
child care keeps them from getting
a job, he said.
"Hopefully, we can remove some
of the barriers." said ( )rrock. "II they
are excuses, we can find that out also
by saying we can take care of it."
The iirst emphasis will be to have
participants obtain a general equiva
lency diploma (GHD) or high
school diploma. Clients can attend
Cape Fear Community College in
Wilmington, Brunswick Comm
unity College in Supply or South
eastern Community College in
Whiteville.
"We're not excluding any re
sources just because they lie outside
ul the county lines,'" said ( >rrock.
The program is funded through
state and federal funds, with the
county's share about S38,(XX) annu
ally, said Orrock.
Ms. I)e Herrv said she has been
busy since July recruiting county re
sources that will participate in the
JOBS program.
"We still have to have vendors
who are willing to work with us,"
she said. "Rome wasn't built in a
day, and this program will take a lit
tle time to get oi l the ground."
DSS hopes to have 215 people
enrolled in JOBS by June 1992.
In other business Monday, the
Brunswick County Department of
Social Services Board voted to
move the Nov. 25 meeting to Nov.
18, 5:30 p.m., in the conference
room of lite DSS building at the
government center in Bolivia.
Cost-Share Program Supports
Farm Conservation Measures
Technicians at the Brunswick
Soil and Water Conservation Dis
trict olfice in Bolivia are taking re
quests from local farmers and other
landowners for assistance with im
proving and converting their land.
The North Carolina Agriculture
Cost-Share Program for Nonpoint
Source Pollution Control is an assis
tance project, said Bill Norris, Cost
Share Program technician, designed
to reduce sediments, nutrients, ani
mal waste and pesticides from en
tering the slate's streams, rivers and
lakes.
Norris said that farmers arc invit
ed to call the district office and ask
a technician to come out and inspect
their property. If problems arc re
|x>rtcd, the district office reviews
and approves an application request
that will Iv made for the landowner
to the state office.
The program pays lf< percent of
the average cost tor each approved
best management practices (BMPs).
These are conservation measures
taken to help farmers protect water
quality.
In Brunswick County, BMPs in
clude conservation tillage, animal
waste lagoons and waste applica
tion, cropland conversion, sod
based rotation water control struc
tures, field borders, critical area
treatment and drop-pipe structures.

available to assist in developing
conservation plans. Interested land

license renewal class in two ses

Monday, Nov. 1 1 , from 6:30 p.m. to

instructor for the class, which will
meet in the teaching auditorium of
the ALS Building at the main cam
pus north of Supply.
All state-licensed electricians

annual Vitreoetinal Symposium

The two-day event, directed by

laser treatments used to combat eye
