Widening Of One U.S. 1 7
Stretch Behind Schedule
The portion of U.S. 17 between its intersection with N.C. 87 and the
Bolivia by-pass is six months behind schedule, according to Allen Pope,
project engineer with the N.C. Department of Transportation. A spell of
rainy weather, complicated by difficulty in procuring suitable fill dirt,
stalled the project that was to have been finished December 1, 1991, Pope
said.
"We hope that by the end of July it will ail be finished," he said. "The
rest of that highway work is either on schedule or ahead of it."
The bypass of Bolivia is well ahead of its timetable and Pope hopes
traffic can be traveling it by the end of July. The only work remaining is
spreading on an inch of asphalt as a top layer, painting lines and complet
ing tie-ins to existing roads.
This bypass is an $8.8 million project that will carry traffic speedily
around the one-mile highway through town, " here the speed limit is 35
mph. Access from this new highway to the county complex and the com
m unity college will be at Randolphville and Galloway roads.
The 4.3-mile portion of U.S. 17 that lags behind schedule has a S3.9
million price lag. Its contractor, Dickerson Carolina, was docked for the
slow progress, according to Pope.
The entire project thai is widening U.S. 17 lo four lanes throughout
Brunswick County will cost $38.5 million. The remainder of the con
struction is on schedule, and by next summer the highway should be four
lanes from Wilmington to Shallotte. By Junel994, the entire length of
U.S. 17 through Brunswick County will be a four-lane highway.

With the help of a harking dog,
policc foiled a theft in progress at
North Brunswick High School
Saturday night, capturing two stu
dents at the scene and a third the
next day.
More arrests arc expected in an
investigation that may solve a num
ber of break -ins at the school and
elsewhere in the < ounl> i>oIk.c said
Arrested at the school Saturday
night were Michael Shawn LovHI
and Mcridcth Andrew Skipper, both
19 of Lcland, according to Leland
Policc Officer Charles Cliff. They
were chargcd with felony breaking
and entering and property damage.
A 15-year-old juvenile who fled
the sccnc has turned himself in and
was to have been formally chargcd
Wednesday, Cliff said. A fourth per
son involved in rcccnt break- ins at
North Brunswick also intends to
turn himself in, he said.
All the suspects are students at the
high school, according to Cliff.
The arrests camc after Cliff was
dispatched to investigate an alarm at
the school at around 9 p.m.
Saturday. After checking several
doors. Cliff said he parked a short
distance away with his lights turned
off.
He saw a young male come out of
a school building carrying a movie
projector and other items. Cliff said
he followed the suspect on foot
across a field to a building where he
apparently planned to hide the stolen
goods. Cliff apprehended Lovcll

there and left him handcuffed in the
patrol car.
Ignoring Lovell's claim that he
was acting alone. Cliff said he and
four sheriff's deputies surrounded
the cafeteria building and eventually
saw two other subjects loading
frozen food into trash cans and
wheeling them toward the door
Fhe youths apparently spotted the
police and one, later identified as the
juvenile, ran past the deputy at the
door and into the woods, Cliff said.
The third suspect. Skipper, appeared
to be hiding above the hung ceiling
and refused to come down, so the
officers called for Marco, a dog as
signed to the highway patrol's K-9
unit.
"We warned him we were going
to turn the dog loose on him," Cliff
said. "We stuck the dog's head in
the door and he gave about three
barks. He (Skipper) fell through the
ceiling trying to get out."
Cliff said there was extensive
damage to the school, especially to
the ceiling, where the youths had
walked from room to room to gain
entry. Among the items stolen were
frozen pizzas, milk, ice cream and
other foods.
"You name it, they took it," Cliff

made.
Further investigation led police to
the 15-year-old boy and to another
student who Cliff said has admitted
taking part in four other break-ins at
the school and at least one other in
the county.
If convicted on the felony
charges, the students could be given
