Welcome Centers, Wild Flowers Share Funding BY MARJORIK MEGIVERN Bob Stcbbins would prefer using spccial funds for the planting of wildflowcrs along North Carolina highways to the staffing of welcome ccntcrs in Brunswick County and elsewhere. There is some confusion among the major players as to exactly what kind of facility is threatening road side bcautification funds derived from he sale of personalized liccnsc plates. In a public statement last week by Stcbbins, president of Keep North Carolina Clean & Beautiful, he opposed House Bill 83, ratified in July 1991, that provided for taking SI 50,000 per year from the approxi mate S600.000 earmarked for wild flower planting and other bcautifica tion programs. "It's not just this amount men tioned in the bill," he said. "They're now talking about taking other monies from that fund for other pur poses." Stcbbins fears that the entire fund would eventually be depleted. Welcome ccntcrs whose staffs would be paid with the diverted funds include the newly-opened Shallottc center, which would re ceive S50.000; one on U.S. 17 in Camden County, also slated to re ceive S50.000; a ccnter on U.S. 441 in Macon County, which would get S25.000, and one in Boone, sup posed to receive another S25.000. Betsy Powell, public information officer in the state Department of Transportation's Highway Bcauti fication Division, said she agreed with Stcbbins. "I appreciate his speaking up about it," she said. Her understanding Of the sites in volved, however, is a little different from that of Stcbbins. "It's rest ar eas, not welcome centers," she said. "In some of them, they want to build on a room to display tourist attrac tions in that county and they want to divert this money to hire a staff. He's not talking about regular wel come (state-operated) centers." According to Ms. Powell, the original idea was to use volunteers to describe local attractions to trav elers. "Then in 1989, a bill was introduced to take SI 50, (XX) out of bcaulificalion money to staff them." Ms. Powell could not remember ex actly where the "rest areas" in ques tion were located. The SI 50,()00 was earmarked for visitors' centers in Brunswick, Camden and Macon counties that were built with state funds with the understanding they would be operated with local funds. Rep. David Rcdwinc was emphat ic about the whole business and his opinion of it. "The licensc plates funds were divided three ways," he explained. "Seventeen percent went to the Department of Human Resources for a handicap booklet, 33 percent to the Department of Economic and Community Deve lopment for travel and tourism, and 50 percent to the Department of Transportation (DOT)." An amount up to SI 00,000, he added, was to be used from the DOT portion for traffic control at the Charlotte Motor Speedway. "That comes ahead of other expenditures," he said. "The rest of the portion was used for bcaulificalion programs. In 1988-89 it amounted lo S700.000 and the next year it was S527,(XX). It varies." Rcdwine said HB 83 provided that the four visitors centers would each get allocations for two consec utive years, Brunswick and Camden counties receiving $50,000 per year, the other two $25,000. "I said I wouldn't ask for any more from that fund," he said. "For one thing, there arc people in Brunswick County who don't ap prove of using the money that way, even though it saved the county and the taxpayers $50,000 each year, be cause the county would have bud geted that amount for the center." He said he believes the tourism function of the Brunswick County center outweighs the benefits of the bcaulificalion program. "Why doesn't the organization object to money spend on the Charlotte Speedway?" he asked. "The welcome center needs the money lo promote travel and tourism, those tilings thai pul money into the economy." Rcdwine added thai another rea son he will refrain from requesting any further license plate money is his long-range plan for the centers in Brunswick and Camden counties. "My agenda has been lo make ihcm state-operated," he said. "When U.S. 17 is four-laned all the way lo Virginia, it will be North Carolina's interstate and I'd like lo see our Department of Commerce lake over ihe one in the Dismal Swamp near the Virginia line, and ours near the South Carolina line. Brunswick's Southeastern Wel come Center employees, he ex plained, arc keeping a record of everyone coming through the ccnicr, to provide data showing the impor tance of these sites to tourism. Sabrina Hughes, center director, estimated 60,000 visitors have come through ihc ccntcr since its opening Feb. 3. This figure includes only people visiting during the eight hours daily the site is open.
