Redwine, Hill Field Questions, Review Bills At South Brunswick Chamber Of Commerce Update BY SUSAN USHER Several audience members urged State Reps. David Rcdwine and Dewey Hill to look into concerns re garding "dual permitting" Thursday night as the two fielded questions at a legislative update for South Bruns wick Islands Chamber of Commerce members at Sea Trail Plantation. Rcdwine and Hill Kith represent the 14th District, which includes most of Brunswick County. R.C. Soles Jr., Senate deputy president pro tempore and 18th District sena tor, had a prior engagement in Bladen County. Several speakers urged the legis lators to look into "dual permitting," or having to obtain state Coastal Area Management Act (CAMA) and federal Anny Corps of Engineers permits before developing on the bcach, with the chance of having one approved and not the other, and the state's increasing role in regula tion of wetlands. "I don't know whether you're aware of it or not, but you've got staff members writing the rules," de veloper Ed Gore told the legislators. When Redwine pointed out the legislature provides an appeals pro cedure for such decisions. Gore said that places "too great a burden" on the applicant. The 4(X) recommendations from the Government Performance Audit Committee or GPAC for reducing the size and cost of state government arc the "hottest" issue among legis lators, Rcdwine told the group. If all recommendations were followed, it would result in savings of S275 mil lion. He expects the legislature to adopt some, but not all of them. Gov. Jim Hunt has proposed a $100 million spending package that would be funded by such savings. "These impact state employees and a number of other things relat ing to state government. You as con stituents like to have it both ways sometimes. You say 'cut the fat, but don't pick on me,"' said Rcdwine. "We're struggling with that." As one example, Rcdwine said the state revenue office in Shallottc was included in the recommendation to close all suite revenue offices within 45 miles of another and with revenues under $300,0(X). "I'm happy to report I fixed it. It was targeted incorrectly," he said. Also, Rcdwine outlined differ ences in two health care reform bills before the General Assembly and noted that clean water bond bills be fore House and Senate all for a ref erendum to issue general obligation bonds to be used as loans and grants to local governments for both water and sewer system improvements. The emphasis would be on cost-effi cient regional systems, he said, man aged by local government entities. Rcdwine's lottery referendum bill, one of about four circulating through the General Assembly, would allocate a portion of its rev enues for the state's "rainy day fund" and would set aside another portion for local water and sewer projects. While attorney and devel oper Mason Anderson spoke against die lottery, saying it takes advantage of low-income people, Al Laughing house, a banking executive and chamber president, said he thought calling for a referendum was the ap propriate approach. A family leave bill similar to that passed by Congress had been re ferred to the Business and Labor Committee chaired by Rcdwine. Also, he pointed out several educa tion reform-related bills and urged the chamber to get involved in de veloping a grant proposal for a mul ti-agcncy pilot project to addressing the needs of children and their fami lies. He said an area group should have a good chance of getting fund ed if it applies. Michael Chandler, a local accoun tant, urged Redwinc and Hill to sup port a bill thai would provide for limited liability corporations similar to those now allowed in neighboring slates. On a lighter note. Red wine said Rep. Hiil is no longer a "rookie" in the House, having gotten the first bill passed during this session. The hurried-up bill, dealing with ap poinunenLs to the Whiteville Board of Education, was handled before committees were even appointed. Hill said he had also discovered lobbyists. "You can't hardly walk out your door without somebody handing you a piecc of candy or a pal on the back. Somebody even gave me a flower." The first-term legislator from Lake Waccamaw is serving on the finance, agriculture, public .utilities, rules, calendar and operations com mittees, and the labor relations sub committee of the Business and Labor Committee. Deputy Johnny Earp's report said the man told him he was sitting in his car in the parking lot of a store on N.C. 133 at about 1:30 a.m. "He advised he was moving his gun when it discharged, hitting him in the right leg," Earp reported. "He then drove himself and the witness to Dosher Hospital, where he was treated for his injuries." A 22-year-old Southport woman was listed as the witness. Earp said the victim "refused to sign the report and was uncooperative." The report said there was evi dence of alcohol use in the incident. In other crime reports on file at the sheriffs office Monday: ?A color television and a micro wave oven were stolen recently from a vacation home in the Forest Hill subdivision. Supply. The own er, a Hickory man, told Deputy Mar shall Evans Jr. that someone went onto his back deck, pulled the screen off the kitchen window and broke it to get inside. The thief or thieves ap parently left through a sliding glass door. Evans estimated the value of stolen items at S450. ?A padlocked front door failed to stop the thief or thieves who stole a Mo-ped, a 12-spced bicycle and a helmet from a mobile home in Le land Saturday night. Evans' report said the man told him he left home at about 10 p.m. Saturday and came back about four hours later to find the front door standing open. The hasp and padlock he had installed to secure the home had been pried off the wall. Evans estimated the value of stolen property at S945. ?Someone stole a riding lawn mow er valued at 51,000 from a home on U.S. 74/76 in Dclco recently. The owner told Deputy Keithan Home that the mower was at the home when he left Feb. 13. The man re turned Saturday to find that his stor age shed had been broken into and the mower removed. ?A metal catch-trap owned by Brunswick County Animal Control was reported stolen from the home of a woman who lives on Boones CRIME REPORT ncck Road, Supply, last Wednesday. The homeowner told Deputy Cathy Hamilton that she had borrowed the trap to capture a stray cat When she went outside to check the trap Thursday morning, it was gone. It was valued at about S6<). ?Someone threw beer bottles at a window of a home on Robert Ruark Drive, Southport, causing about SI50 damage Sunday night, Earp re ported. The owner said he found broken bottles on the front porch, in his yard and along the road. He also said he found about SI 50 damage to his mailbox. ?Deputy Matthew Jcsson investigat ed a report that someone threw an egg at a car as it travelled down Vil lage Road near the Lcland Mobile Home Park Saturday night. There was an undetermined amount of damage to the paint on the victim's 1989 Ponuac. ?A North Carolina licensc lag with the number DXT-88 was reported stolen from a car owned by a resi dent of the Cloverleaf mobile home park, Leland, Wednesday night. The owner did not know where the vehi cle was at the time the lag was re moved.
