Holden Beach Officials Set Public Hearing On Impact Fees BY DOUCJ rutter Holdcn Beach officials will hold a public hearing later this month on a proposal to charge owners of new homes and businesses special fees that would eventually be used to build sewer and stormwater drain age systems. Minimum fees of SI, (XX) for resi dences and S2,(XX) for businesses would have to be paid before a building permit is issued. Impact fees also would be charged for paved parking areas and building additions. "This would be an encouragement for them to keep their driveways small er," Commissioner Sid Swarts said Monday. The lees would not apply to exist ing homes, unless they are expand ed, or buildings moved from one lot on the island to another. However, the rule would apply to homes moved onto the island from outside the town. Shallotte, Across from Hardees k ^ Open Mon-Sat 9-5 754-2370 The regulation includes an ap peals process for people who object to the fees and a provision that would allow property owners or de velopers to receive "credits" for in stalling sewer or stormwatcr systems on their own. The ordinance also would allow town commissioners to review the fee schedule every year as part of the budget proccss. The planning and zoning board would automatically review the fees every two years. Town Attorney Ken Campbell said previous talk about the fees re sulting in a lawsuit against the town should not be a concern. State law allows towns to collect impact fees for sewer and stormwatcr runoff systems. Holden Bcach also has an active sewer committee, which was asked Monday night to start gathering in formation on stormwatcr runoff con trol. 'That makes your ground a lit tle more solid," Campbell said. Impact fees will be the subject of one of the two public hearings slated Aug. 25. Town officials also will seek comments that night on pro posed changes in the penally clauses of several lown ordinances. Campbell has proposed amend ments that would standardize the penalty clauses. Commissioners also say they are interested in increasing the percentage of fines collected by the town. 'Hie Holden Beach Police Depart ment issued 279 parking tickets in July, hut town officials say the col lection rate is only about 50 percent. Craig Appointed John Craig Jr. was appointed as a regular member of the Holden Beach Planning and Zoning Board Monday night. Tilling the seat previ ously held by Pcrrian Padgett. Craig, who was serving as an al ternate member of the board, will serve the rest of Padgett's term, which expires next July. Padgett re cently resigned alter seven years on the advisory board. Commissioners appointed John Broadnax to take over for Craig as an alternate member. Broadnax 's temi also expires in July 1994. The planning board will be busy over the next few months as it at tempts to update the town zoning or dinances and map. Commissioners accepted a plan ning board recommendation Mon day night to turn down a grant from the N.C. Division of Coastal Man agement that would have provided funds lor a consultant do tl work. Instead, planners will do the work with free help from Torn Cassell ot the N.C. Division of Community Assistance. "We'd rather ilo the work our selves." Planning Board Chauni.u Roger Williams said.
