BRUNSWICK COUNTY, NC
A Public Hearing is scheduled for 6:30 P.M., Wednesday,
November 17, over a request for a series of amendments to the
Zoning Ordinance and Partial Development Code filed by an
organization identifying itself as the Brunswick County Mining
Awareness Committee. John F. Snyder, 4011 Robert Ruark
Drive, Southport postal zone, filed this request and identified him
self as Official Agent over it.
The Hearing is scheduled in the Public Assembly Building,
County Government Center, 3395 Ocean Highway East. This
Center is located one mile west of the Town of Bolivia.
The request includes deletion from anywhere in the county's
jurisdiction of mining operations including but not limited to extrac
tion of marl, rock, fossil deposits and peat, of non-hazardous solid
and liquid waste disposal, of junkyards, of automobile graveyards,
of incinerators for disposal of human or animal remains, of abat
toirs, of hazardous material treatment facilities, of refinement
(processing) of any mined product, of above and below ground
storage operations and of animal slaughtering and process oper
aiiui is. it would further require an. Environmental Impact Study to
be made for use of any land in the H-M, Heavy Manufacturing
Zoning District and would ban the possibility of applying the RU
I, Rural Industrial Zoning District, to any lands in the Smithville
Township or any contiguous township, which includes the
Lockwood Folly and the Town Creek Townships.
Order and decorum will be strictly enforced. The purpose is to
secure public comment on the specifics of the request, in regard
to public policy and impact thereon. This is not a hearing for the
gathering of evidence. The only persons in standing who will be
heard from are residents of Brunswick County, or owners of land
or businesses in Brunswick County who reside elsewhere.
Proponents are allotted the first thirty minutes, with no one
speaker to take over five minutes. Then opponents are allotted
thirty minutes, with no one speaker to take over five minutes.
Then proponents have fifteen minutes of rebuttal, then opponents
have fifteen minutes of rebuttal. Then members of the Planning
Board can ask pertinent questions of any speaker, but not until all
public speaking is concluded. No extension of time will be grant
ed either proponents or opponents. All persons entertaining basi
cally the same general views will be considered represented by
the speakers within the above time limits. There is no right to iter
ate or reiterate the same or similar views in endless repetition.
Following closure of this hearing, the Planning Board will pro
ceed with other business on its Agenda. This request will then be
listed on the Agenda of the December 15 meeting for the Board
to establish its Findings of Fact and to issue a recommendation to
the Board of County Commissioners at to disposition of this
request.
