South Brunswick Water And Sewer Authority Moving Rapidly On Project BY SUSAN USHER Eyeing a critical July deadline, the South Brunswick Water & Sewer Authority acted Mon day night to ensure that work begun by two towns on a planned regional sewer system continues without interruption under new leadership. The authority, a quasi-governmental agency created by the towns of Sunset Beach and Cala bash and expected to include Brunswick County as a member in the near future, plans to build a $35 million sewer system to serve a large section of southwestern Brunswick County. Authority directors elected officers, hired an at torney, named their consulting engineers as inter im staff, and took steps toward obtaining funding for the project from a variety of sources. The authority expects to reimburse itself and the two towns from those funds for expenses they have incurred upfront during the project's plan ning, design and construction, and "certain related matters" not specified. Those costs are not ex pected to exceed $8 million, according to the res olution adopted Monday. George Knott of Sunset Beach is the Auth ority's first chairman and Hank Mattutat of Cala bash vice chairman. Russell Price of Calabash will serve as secretary-treasurer. The authority also: ? authorized Knott to apply on the authority's behalf to 1) the state Local Government Commis sion for approval of issuance of sewer system rev enue bonds and 2) the state Division of Environ mental Management for low-interest loans from the State Revolving Loan Fund and the State Clean Water Bond Fund. ? adopted a resolution expressing its intent to adopt a system of impact fees (including pre-paid developer impact fees) and user rates and charges sufficient to provide debt-service coverage to al low an "investment grade" rating for the authori ty's sewer system revenue bond issue. It will be up to the Nationsbanc bond underwriters to deter mine the level of coverage needed. ? authorized consulting engineers Piedmont Olsen Hensley, for up to six weeks while a master agreement or contract is being finalized: 1) to act as interim executive director and staff of the au thority and 2) to proceed with design work al ready authorized by the participating towns, with compensation to be stipulated in the agreement; ? hired Henry G. Foy of Southport as legal counsel for the authority at a fee of S100 per hour plus reasonable expenses for one year, with the possibility of extension. He is to begin drafting bylaws for the authority. ? had Mayors George Anderson of Calabash and Mason Barber of Sunset Beach administer the oath of office to their town's appointees to the au thority. One Sunset Beach seat is vacant follow ing the resignation of MaryNell Eaddy. She has offered to continue as an informal "advisor" to the town because of her previous experience with the Little River Water and Sewer Authority. ? set the second Thursday of each month as its regular meeting date, except that in May it will meet May 19 at 7 p.m. at the Maples Clubhouse. ? named Bub Scrantom, Sunset Beach, and Matuttat to the engineering and finance commit tee, which is to investigate short-term funding of the authority. ? designated Nationsbanc Capital Markets Inc. as its placement agent/underwriter and Brown & Wood as its bond counsel in conncction with the issuance of sewer system revenue bonds. Directors heard from the engineering consul tants on the status of the 201 Facilities Plan re view and plant and collection system design. They also discussed a request by the Sunset Beach Taxpayers Association for an Environ mental Impact Statement for the project, a move which Sunset Beach Mayor Mason Barber says he sees as an effort to delay the project, and which he says could cause its cost to increase dramatically. Cousin's Quick Action Saves Teen Having Allergic Reaction BY LYNN CARLSON A 15-year-old Sunset Beach girl's brush with death was cut short last week by the quick action of a visit ing 10-year-old cousin. Kelley Cochran, who has chronic asthma and a severe allergy to eggs, made what could have been a fatal mistake last Thursday when she reached into her refrigerator and grabbed the wrong jar of mayon naise?the kind made with eggs. "After I ate just a couple of bites, I was unconscious," she said. "I had turned blue, and my nails were black." Nevertheless, she managed to give Kelley a shot from the hypo dermic that Kelley keeps close by. "She had never given anyone a shot before, and I had never showed her how to do it." Kelley said. "She just instinctively knew." Within 15 minutes. Kelley said, she was "perfectly normal" again, except for feeling very tired. "My doctor said I probably wouldn't have made it until an ambulance could have gotten here," she said. Kelley is a homebound student because her respiratory problems are too severe for her to be exposed to the allergens in school buildings. Her doctors have identified 42 aller gies so far, she said. Her allergy to eggs is so severe "that I'm not even supposed to be in the room where they're being cooked." That's why she keeps a sy ringe full of medicine with her at all times. Now Colonel North is a candidate for the U.S. Senate in Virginia and as the Marine recruitment advertisement talks about, "a few good men" we need a heck of a lot of good people in our government.
