Forence Rangerettes Win 1st Place Florence woodmen of tne World Rangerette Unit 1346 took first place “Unit of the Week” at a very exciting week of Summer Encampment at the East North Carolina WOW Youth Camp at Fort Barnwell last week. Fifty seven Rangerettes participated in Unit competition placing 1st in Swimming, Talent Show, Track and Field, Volleyball, 2nd in Riflery, 4th in Archery and 4th in Basketball. Sandy Warren of Rt. 1, Merritt won a blue ribbon for Most Valuable Swimmer and a blue ribbon for Leadership. Paula Lupton won a blue ribbon for being the Most Valuable Volleyball Palyer. Thirty-five girls were awarded a 1st Degree Charm for com pletion of work in degree category. Twenty completed a Beginners Course in Swimming and received an award. Four teen attended classes learning to shoot the bow and arrow and received Archery Charms. Pamlicoans Attend 4-H Congress Tar Heel 4-H members, their adult leaders and extension agents will gather in Raleigh July 26-30 for the 1976 North Carolina 4-H Congress. A delegation of 8 4-H members and 2 adult leaders are representing Pamlico County at North Little League All Star Game By C. RAY DUDLEY •Warsaw "All-Stars” vs Pamlico County “All-Stars”* Steve Kornegay of Warsaw must have posed as Jim “Cat fish” Hunter as he gave up only three hits, one run and struck out 14 en route to a 10-1 rout over our Pamlico “All-Stars.” The game was even all the way until the top of the third when Daryl Fry singled loading the bases and Steve Kornegay hitting a grand slam homerun — 4-0. James Moore singled for the PC “All Stars” but no score. In the top of the fourth, Chris Rouse doubled along with a walk-in-home by Rouse and Kornegay to add to a 7-0 lead. In the fifth, Chris Rouse again singled adding another run - 8-0. In the top of the sixth, Warsaw picked up two more runs -10-0. In the bottom of the sixth, James Moore doubled and Mike Gibbs singled for Pamlico’s only run. Kornegay was the winning pitcher, while Harry Ireland was credited with the loss. Carolina 4-H Congress in Raleigh this week. The Pamlico County delegates are among some 1200 4-H members, leaders and extension agents participating in the an nual four-day program. The congress began Monday with registration on the North Carolina State University campus where delegates will reside. Most activities are scheduled for the W. Kerr Scott Building at the State fairgrounds. The program consists of recreation, discussions, com petition, election of state officers and a lot of fellowship. On Tuesday some 30 contests were held to pick state winners and eight special interest classes were taught. The State 4-H Health Pageant was held Tuesday night and delegates danced to disco music. An assembly will be held Wednesday morning and delegates will have a free af ternoon to go to the movies, attend a special performance at the Village Dinner Theatre or tour Raleigh. They will attend the Fashion Revue Wednesday night and dance under the stars. Thursday’s program is filled with a tour of NCSU depart ments, election, and installation of new officers, a recognition banquet and the Talent Show. “North Carolina 4-H Congress offers and excellent opportunity for personal growth and development’’ comments Dr. Donald Stormer, state 4-H leader. “It is an event that 4 H’ers look for forward to each year with great anticipation.” Court Held Incorporation Of Mesic Legal Superior Court Judge Henry A. McKinnon, Jr. presiding over the special court session in Bayboro involving the in corporation and annexation of additional lands in Mesic, ruled Saturday morning that the in corporation and annexation was lawful and not in violation of any sections of the United States or North Carolina Constitution. He said that while there have been numerous deficiencies in failing to follow the law as to the operation of the town, they have not been willful or corrupt and are not such as to invalidate the charter or to cause the removal of any town officials as requested in the action. He said that while there appear to be several deficiencies in the tax listing procedure, they were not such as to invalidate the 10 cent tax levy and that tax, when properly assessed, may be collected. The town will be directed to review the listing procedure and receipts before taking any action to collect. McKinnon said the plaintiffs should direct their complaints toward the General Assembly, which allowed the 1971 in corporation of the town. He handed down his decision following four days of testimony. He had earlier dismissed a request in the original suit for $13 million damages against Mesic board members. Plain tiffs in the suit claimed their property was illegally in corporated and charged misconduct by town officials. Leon Henries, town treasurer and finance officer was questioned during the proceedings about the town’s financies. When asked if he had ever cut pages from the finance ledger, he admitted he had but couldn’t recall how many. It was also brought out by Hiram Mayo, Jr., attorney for the plaintiffs, that Henries had not been bounded until June 1976. He had served in these two capacities since the town was incorporated in 1971. Under further questioning Henries said that Mesic’s revenue sharing funds and beer and wine tax revenues were put in the same bank account until 1973. Asked about the board’s procedure for setting a budget, Henries said the board held three meetings on this but he could not remember the dates. When asked where he kept town records, Henries said he kept them in a crab box. It was brought out that the annexation in 1974 incorporated Correction In last week’s edition of this newspaper a headline read, “Mr. Black Promoted.” This was in error and should have read Mr. Buck Promoted. as many acres as the city limits of Durham; that the annexed lands contain only marsh, timber, woodlands and farm lands that it would be impossible for Mesic to provide services to. Only two services are provided now, garbage collec tion along N. C. 304 in the more densely populated area and streetlights. Among others questioned was Shirley Morris, former town clerk. She was questioned by attorneys for the plaintiffs in the suit concerning the whereabouts of tax abstracts. She said she did not know; that she had given them to Leo Henries because she « had no room for them at her home where she kept them in a closet. Mayor Elwood Jeanette, who has been mayor since 1971, was also questioned . He denied that he and other board members had held a secret meeting. He also said the Mesic books had been audited only once, this being in 1974. Prior to the closing arguments on Friday afternoon, Rudolph Jones of Mesic reported on a survey he had made of homes, buildings and services within the original boundarie of the town. He reported 111 homes, 11 trailers, 4 stores, 3 shops, 10 cottages, 2 churches and 19 street lights. In his final argument Mayo declared that the Town Board of Mesic had violated various statutes. Among those he cited were no budget until 1974, financial records were destroyed, minutes were lost, Leo Henries was not bonded until June 1976, minutes were rewritten and the originals thrown away, the board failed to meet regularly every month; a secret meeting was held June 10, 1976; budgets were not published and money was transferred . without a budget, semi-annual financial reports had not been made. Most of the inhabitants of the original boundaries of the Mesic City Limits are black and most of the plaintiffs in the suit are white. There have been some who have tried to make a racial issue out of the situation. However, it was observed during the court proceedings that during the recesses, whites and blacks were talking in a friendly manner to each other, with some members of the black delegation expressing the wish that “things could be like they use to be before all of this came up.” Mesic has been known as a community where blacks and whites have worked together peacefully and in friendship for over 150 years. Mrs. Mildred Carey announces that the July Story Hour held each Tuesday has been an exciting experience for the children and the library workers. Participants have enjoyed an in teresting story each week, read some exciting books and completed the requirements of the Bicentennial Reading Game. The winner will be announced next week. Watch for other in teresting programs sponsored by the library. A copy of Bill Mason’s Memoirs as read by John Bond at the Bicentennial Celebration in Oriental has been contributed by Mrs. Irma Midyette. It is not possible to edit them and retain their homespun humor therefore they will be presented in the next several columns. They will also be incorporated into the county history. SOME OF THE HISTORY OF ORIENTAL by Bill Mason and Uncle Lou Midyette ... “Betsy Thompson and Inez Hargrove asked me to tell some of the history of Oriental. At the time I was leaving for Alaska, and not knowing if I would ever return, so saying yes was the easiest thing I though I could do. Trying to tell the older people who have always lived here something about Oriental is like a man trying to teU his wife how to cook. He soon finds out that was the wrong thing to do, si if 1 can’t say something you don’t know, maybe I can bring back some fond memories.
