piegel Seeks End To Marcia Spiegel, candidate (or the North Carolina House, Third District, has released Secretary Phillip J. Kirk, Jr.’s response to her inquiry regarding the status of the proposed nursing home in Pamlico County. According to Kirk, Secretary of the Department of Human Resources, “The hearing officer has been apponted to hear this case, and the opposing attorneys are coordinating their schedules. Hopefully, this case will be heard in late July or early August.” Spiegel had initiated the inquiry in a recent converstion with Secretary Kirk. An advocate in last year’s successful effort to have the Certificate of Need (CON) for nursing home beds awarded to Pamlico County, she stated, “It is appalling that need ed beds should be denied Pamlico County for such an extended period of time for the sake of ‘un due’due process.” On April 29, 1985, the full board of the Eastern Carolina Health System Agency (ECHSA) award ed R.H. Walker and Associates the Pamlico County, overturning the January 15 recommendation of the project review committee to award the CON to Jones County. Spiegel noted that she is pleased that Secretary Kirk acknowledged that: “These beds are very much needed in Pamlico County...” and that he further has recognized that changes must be made in the certification process. “...We have proposed a number of im provements to the certificate of needs process as well as recom mendations regarding the appeals process,” Kirk told Spiegel. “Pamlico County residents have already suffered more than a year’s delay in breaking ground for this health care facility-while the need has indeed been grow ing,” she empahasized. “While it is commendable that steps are being taken to improve the process for future applica tions, we urge the Department to do everything in its power to assure that this case encounters no further delays,” Spiegel con cluded. He also worked for more than 24 years with the Employment Security Commis sion (ESC). During his employ ment with ESC he worked in 28 locations throughout North Carolina and held positions of local office manager, claims ad judicator, contract monitor, work ed with smaller communities in dustrial development program and was an occupational analyst. Carlton graduated from Wake Forest University with a major in religion and combined minors in English, Spanish, history and psychology. He is married and has two children. Asked about challenges of his new job, Carlton said that his ma jor challenge is a technical one. “My immediate challenge is to becbme familiar with the hdspital and with' hospital jargon. It is my goal to administer personnel ser vices for the benefit of the employees in keeping with the welfare of the hospital,” he said. The 7th Annual Pamlico County Croaker Festival, sponsored by the Oriental Ladies’ Auxiliary of the Volunteer Fire Department, is rapidly approaching the “finish line’’, putting the final touches on the schedule of events for the July 4,5, and 6 festivities. The festivities will begin Friday morning, July 4, and continue through Sunday afternoon, July 6. Members of Blackboard’* Revenge, includng the infamous “Blackbeard the Pirate” and his love, “Roxanne”, and others will perform on three different occa sions Saturday, July 5,-a free at traction. The cast for “Blackbeard’* Revenge”, an outdoor drama, is in its second successful year and is professional theater, presented at the Crystal Coast Amphitheatre in Carteret County. The legendary Blackberd and his pirates and wenches will enter tain festival goers with song, dance and action. The waterfront in the town of Oriental will be fined with craft booths, along with an assortment of good things to eat. The traditional parade wiU kick off Saturday’s festival activities, beginning at 10 am, traveling down Broad Street (Hwy. 55) and winding around the harbor. This year’s Croaker Festival will offer entertaining per formances and activities for the entire famUy. Lodge Installs New Officers New officers recently took over the administration of the Pamlico County Moose Lodge for the fiscal year 1986-87: Bobby Whitford, Trustee; Guyon Hollowell, Outer Guard; Luke Carraway, Prelate; Bob Smith, Junior Governor; Chuck Daniels, Governor; Deraid Potter, past Governor. The Moose is a fraternal organization which currently has over 200 members in the Pamlico Lodge. They are involved in numerous civic and charitable functions throughout the county. Volunteers Needed At PTC Library The library at Pamlico Technical College is looking for volunteers to help with a book in ventory. Anyone 18 years of age or older who has some basic knowledge of the Dewey Decimal System and is willing to donate his time is encouraged to call the col lege and discuss details.
