SOMEBODY HAS SHIRKED
THEIR DUTY
Several state dailies played up the
story which broke in Hertford this
week exposing the gambling place in
the local hotel, but nobody in Hert
ford, except perhaps the families of
the participants, who would in the ,
natural course of things be the last ,
to learn the truth of the matter, got i
excited- There was no reason why
they should.
The fact of the matter is that
Hertford people have known all
along what was going on. Names
were freely used in the rumors which
have been afloat constantly for a
dozen years. Not all of the names,
however, appeared in the list of those
present. when the scrap occurred the
other Saturday night. That certain
frequenters did not happen to be
there at that particular time was
their good fortune.
Surprising as it is that something
of the kind hadn't happened before,
rumor has it that there has been '
plenty of trouble. It justdidn't leak
out before. It wouldn't have this
time if a man hadnt been so ser-
lously injured that it couldn't be ;
nusned up. Next time it may be
worse. !
When an irate mother appeared j
upon the scene, some years back, to
take her youthful son home, she
came very near putting the fear of

''present, but the fear soon subsided
i and matters, proceeded.
f After all, as the Perquimans Week
y sees tle that such a place
exists and has been in existence for
many years among us, is not so de
plorable as is the fact that our
citizenship, aware of such a situa
tion, has shown such indifference.
No, there certainly would be no
sense in holding up our hands in
holy horror now. We know all about
it.
A FINE GROUP
Scanning the list of names on the
committee which is to be at the head
of the new organization which will
be called the Hertford Council, which
organization is to have for its ob-
jective the making of Hertford a bet
ter place in which to live, it is in- j
teresting to note that practically I
every business and profession is !

Inspector Explains
Child Labor Laws
Perquimans County Superintendent
of Welfare, Miss Ruth Davenport, an
nounced today that Mr. W. G. Wat
son, Inspector of the Department of
Labor, has been in the Welfare Of
fice here for the purpose of explain
ing provisions of the new maximum
hours and child labor laws.
The Inspector was here to acquaint
the County Welfare Superintendent
and members of the Staff with rules
and regulations prescribed by Major
A. L. Fletcher. State Commissioner
of Labor, to govern the administra
tion of the new statutes, enacted by
the last Legislature and effective
July 1.
The Hour Law
The hour law provides a maximum
work-week of 48 hours
for women
and 56 hours for men employed in
certain North Carolina industries,
The maximum work-day is nine
hours fo women and ten hours for
men. This act also requires time
and payroll records of employment
and enforcement features that are
particularly progressive in nature.
The Division of Standards and In
spections of the Department of La
bor will be in charge of its enforce
ment.
New Child Labor Law
This new law provides a minimum
age limit of 16 for the full-time or
regular employment of children, with
exceptions made for employment of
children in the home or the farm,
All minors under 18 are required to
have an employment certificate be-
fore engaging in any type of em
ployment.
Features of this statute also permit
12 to 14-year-old boys to sell or de-
liver papers or magazines under cer
tain restrictions. Children 14 to 16
are allowed to work in non-manufac-
turing jobs when school is not in
session.
Employers who desire to acquaint
themselves with full regulations con
tained in the new statutes may call
the Welfare Officer for information
of this nature.
CLUB MEETS
The Ballahack Home Demonstra-
tion club met Monday afternoon at
the home of the president, Mrs.
Singleton Lane.
Miss Hamrick gave out literature
and gave a demonstration on flower
arrangement. Miss Elizabeth Hollo
well gave a talk on the Asheville
trip.
The hostess served delicious ice
cream and cake. Those present were
